The institutional forms of liberal democracy developed in the nineteenth century seem increasingly ill-suited to the problems we face in the twenty-first. This dilemma has given rise in some places to a new, deliberative democracy, and this volume explores four contemporary empirical cases in which the principles of such a democracy have been at least partially instituted: the participatory budget in Porto Alegre; the school decentralization councils and community policing councils in Chicago; stakeholder councils in environmental protection and habitat management; and new decentralised governance structures in Kerala. In keeping with the other Real Utopias Project volumes, these case studies are framed by an editors' introduction, a set of commentaries, and concluding notes.

Adams surveys the impact of transnational organizations and NGOs on Latin American politics since 1990. The transition from military to civilian rule in Latin American countries has benefited local progressive forces, but resilient remnants favoring the past's authoritarian politics have compelled organizations like the UN, IMF, OAS, and World Bank to engage in various campaigns to deepen democratic institutions and norms. Adams argues that to understand current political transformations in the region, one must consider the existing role of external organizations. Latin America is offered as a prime example of the increased influence transnational authorities have over political decisions that had long been the exclusive prerogative of national governments. Beginning with the Latin American experience, Adams reviews the contemporary character of power and politics in the area, outlining how democratic transitions have been limited. UN human rights and reform initiatives are considered. Adams scrutinizes the work of the World Bank, the IMF, and the Inter-American Development Bank to modernize public administration, strengthen political institutions, enhance transparency and accountability, and fortify civil society. He also examines the work and impact and the Organization of American States and various global citizens groups.

'Governance' has become a key word in the lexicon of international relations over the last twenty years. It is used, loosely, and invariably in a liberal idiom, by scholars, activists, civil society organizations, politicians and the voluntary sector. In many respects it has attained the status of a fetish, yet 'governance' remains a notion that has multiple definitions, a concept in-the-making. Notwithstanding the imprecision with which the term is employed, it has become an inescapable paradigm for the politics of development. The contributors to this book, drawn from among some of the world's best area studies specialists, from North and South, offer a diverse global critique of 'governance' as deployed in several key areas: institutions and state actors; the rule of law, democracy and human rights; decentralization and state power; development and, last but not least, international cooperation and the role of the World Bank, the IMF and NGOs. The geographical spread of the volume ranges from Africa to Latin America, from Asia to the Middle East.
