The cost of cyber crime to the UK is currently estimated to be between £18 billion and £27 billion. Business, government and the public must therefore be constantly alert to the level of risk if they are to succeed in detecting and resisting the threat of cyber attack. The UK Cyber Security Strategy, published in November 2011, set out how the Government planned to deliver the National Cyber Security Programme through to 2015, committing £650 million of additional funding. Among progress reported so far, the Serious Organised Crime Agency repatriated more than 2.3 million items of compromised card payment details to the financial sector in the UK and internationally since 2011, preventing a potential economic loss of more than £500 million. In the past year, moreover, the public reported to Action Fraud over 46,000 reports of cyber crime, amounting to £292 million worth of attempted fraud. NAO identifies six key challenges faced by the Government in implanting its cyber security strategy in a rapidly changing environment. These are the need to influence industry to protect and promote itself and UK plc; to address the UK's current and future ICT and cyber security skills gap; to increase awareness so that people are not the weakest link; to tackle cyber crime and enforce the law; to get government to be more agile and joined-up; and to demonstrate value for money. The NAO recognizes, however, that there are some particular challenges in establishing the value for money

This is a new strategy to deal with the challenges we face from serious and organised crime. It is published to coincide with the launch of the new National Crime Agency (NCA) and reflects changes to the threats faced and the lessons learned from previous work. Organised crime includes drug trafficking, human trafficking, and organised illegal immigration, high value fraud and other financial crimes, counterfeiting, organised acquisitive crime and cyber crime. The aim of the strategy is to substantially reduce the level of serious and organised crime affecting the UK and its interests. The strategy uses the framework developed for our counter-terrorist work and has four components: prosecuting and disrupting people engaged in serious and organised crime (Pursue); preventing people from engaging in this activity (Prevent); increasing protection against serious and organised crime (Protect); and reducing the impact of this criminality where it takes place (Prepare). The strategy lists strategic objectives under each of the four areas of work. Tactical operational objectives (e.g. priority crime groups) will be set by the NCA with law enforcement agency counterparts. Our immediate priority is the work set out under Pursue to prosecute and relentlessly disrupt organised criminals and reduce the threat they pose. Like other threats to our national security, serious and organised crime requires a response across the whole of government, and close collaboration with the public, the private sector and with many other countries

"This research dissertation analyses and compares the Ministry of Defence (MOD) Cyber Security Strategy and Police Cyber Security Strategy in the UK. The research employed qualitative and quantitative methods to investigate issues in the partnership by focusing on the police force and the MOD represented by the Armed Forces. The research objectives were: identifying challenges in police-military partnership and collaboration in cyber security; examine personnel understanding of the cyber partnership and pluralisation of policing in a cyber context and also propose means of facilitating participation and understanding of cyber issues. Questionnaires and telephone interviews were used to gather information on personnel understanding of cyber security strategy and the nature of the partnership that exists between the two forces – military and police. Research findings reveal that despite efforts by Government and the MOD to streamline Cyber into defence and policing, the workforce has not been educated in the whole concept of cyber defence, thereby undermining the implementation of the strategy. The research reveals that to effectively prevent, investigate and prosecute cybercrime in the UK, policing techniques and strategy that will meet the challenges of current crime environment will need to be put in place by the both forces. The research also found that the Cyber Security Strategy is mainly state centric while policing is human centric in approach, this accounts for the challenges in bringing the policing cyber strategy in line with the National cyber strategy. The research concludes that an increase in education and expertise of both forces will help enhance bi-lateral and multi-lateral partnerships in the race to make the UK cyberspace safe." -- Abstract.

Most of the actions that fall under the trilogy of cyber crime, terrorism, and war exploit pre-existing weaknesses in the underlying technology. Because these vulnerabilities that exist in the network are not themselves illegal, they tend to be overlooked in the debate on cyber security. A UK report on the cost of cyber crime illustrates this approach. Its authors chose to exclude from their analysis the costs in anticipation of cybercrime, such as insurance costs and the costs of purchasing anti-virus software on the basis that "these are likely to be factored into normal day to day expenditures for the Government, businesses, and individuals. This article contends if these costs had been quantified and integrated into the cost of cyber crime, then the analysis would have revealed that what matters is not so much cyber crime, but the fertile terrain of vulnerabilities that unleash a range of possibilities to whomever wishes to exploit them. By downplaying the vulnerabilities, the threats represented by cyber war, cyber terrorism, and cyber crime are conversely inflated. Therefore, reassessing risk as a strategy for security in cyberspace must include acknowledgment of understated vulnerabilities, as well as a better distributed knowledge about the nature and character of the overhyped threats of cyber crime, cyber terrorism, and cyber war.
