This book aims to integrate the notions of contagion in epidemiology and contagion in financial market crises to discover why emerging markets are so susceptible to financial crises. The author first provides a brief introduction of the contagious spill-over of recent financial market crises and models the pattern of these crises. He finds that the contagion between crises in emerging markets, such as that of the crises in Russia and Brazil in 1998-1999, is explicable, despite the fact that at first sight they appear to have little in common. Finally, Friedrich Sell integrates these findings to outline a proposal for a 'new international financial architecture'.

Contagion - even today the word conjures up fear of disease and plague and has the power to terrify. The nine essays gathered here examine what pre-modern societies thought about the spread of disease and how it could be controlled: to what extent were concepts familiar to modern epidemiology present? What does the pre-modern terminology tell us about the conceptions of those times? How did medical thought relate to religious and social beliefs?The contributors reveal the complexity of ideas on these subjects, from antiquity through to the early modern world, from China to India, the Middle East, and Europe. Particular topics include attitudes to leprosy in the Old Testament and the medieval West, conceptions of smallpox etiology in China, witchcraft and sorcery as disease agents in ancient India, and the influence of classical Greek medical theory. An important conclusion is that non-medical perceptions are as crucial as medical ones in people's beliefs about disease and the ways in which it can be combatted. In this paper I analyze several issues related to contagion, ' including its definition, recent experiences, alternative channels at work, and possible prevention mechanisms. The discussion deals with the macroeconomics implications of contagion, and concentrates on the relationship between the degree of openness of the capital account and the transmission of foreign shocks. More specifically, I ask whether restrictions to capital mobility and, in particular, controls on capital inflows of the type Chile implemented throughout most of the 1990s reduce a country's vulnerability to contagion. I also deal, albeit briefly, with the connection between the exchange rate regime and the propagation of international shocks. The evidence presented in this paper shows that the effectiveness of Chile's controls on inflows has often been overstated. Indeed, Chile was severely affected by the East Asian, Russian and Brazilian crises.

This paper analyzes bond and stock markets in Latin America and uses these patterns to investigate whether contagion occurred in the 1990's. It defines shift-contagion' as a significant increase in cross-market linkages after a shock to one country or region. Several coin-toss examples and a simple model show that the standard tests for contagion are biased due to the presence of heteroscedasticity, endogeneity, and omitted-variable bias. Recent empirical work which addresses these problems finds little evidence of shift-contagion during a range of crisis periods. Instead, this work argues that many countries are highly interdependent' in all states of the world and the strong cross-country linkages which exist after a crisis are not significantly different than those during more stable periods. These findings have a number of implications for Latin America.
