Loss of biological diversity through the extinction of species, the conversion and degradation of natural habitats, and the disruption of ecological processes, is occurring throughout the world at an unprecendented rate. As species and their habitats disappear, so do products of present and future value, genes with which to improve crop varieties and livestock, and the natural resiliencies of the world's living resources to respond to climatic and enviornmental change. Nowhere else is the loss of biodiversity expected to be higher during the coming decades than in the Asia-Pacific region. The loss of biodiversity is irreversible. Recognizing this, the Asia Environment Division prepared this paper which is intended to identify priority areas of investment in the Asia-Pacific region. The paper accepts the importance of biodiversity conservation and suggests that policy change coupled with the establishment of protected area systems will be critical to success. A wide range of interventions will be needed to support these efforts toward conserving biodiversity - interventions involving national and local governments, national and international nongovernmental organizations and, most importantly, local people. The strategy defined in this paper is intended to complement existing national and international initiatives and to build partnerships in conservation for the 1990s.

If you can believe, all things are possible to him who believes. —Mark 9:23 The current, unprecedented loss of global biodiversity as a result of anthropo genic interference in the world's ecosystems is affecting human well-being across the globe with increasing severity. It therefore represents a major chal lenge in international environmental policymaking. With the Convention on Biological Diversity (CBD), the community of states has recognized the in creasing importance of preserving biodiversity. Given the extensive context of biodiversity loss and preservation, this study focuses on two issues, which are at the center of the public discussion regarding the objectives of conservation and the sustainable use of biodiversity, and that are addressed by specific policy instruments. The first issue is the regulation of cross-border trade in genetic information and genetic resources. Here, the question is whether the commercial use of genetic information derived from bio diversity can create incentives for its preservation. The second issue involves the conservation of biodiversity through the protection of ecologically valuable eco systems from human use. Here, the question is how the protection of these natu ral areas and the consequent restriction of destructive human use can be organized effectively on an international level. At the Rio Earth Summit in 1992, the nations of the world adopted the convention on Biological Diversity. Since then, over 160 countries have ratified the Convention, three Conferences of the Parties have taken place and a permanent secretariat has been established. Despite this, there remains a lot of uncertainty and even more controversy about what the Convention was intended to accomplish and how it was to do so. This book, published in association with the IUCN - The World Conservation Union, sets out to answer some of these questions by recounting the history of the movements leading up to the Convention, but especially by analysing the forces giving rise to the problem. It provides a specific set of policy prescriptions intended to facilitate the development of institutions and obligations within the international community which will give real effect to the aspirations of the Convention, and the ensure that it has some real effect at ground level. The author begins with an overview of the issues and then develops the basic nature of the problems within a bio-economic framework. He highlights the gaps in the Convention which remain to be filled, offers detailed explanations of the concepts involved and describes the nature of the solutions required. Thus he sets out a detailed plan for global action in support of an effective international convention for the conservation of biological diversity. The book is an excellent introduction to a very topical debate, and a valuable reference point for conservationists, policy makers and students of development studies, environmental studies, environmental policy and conservation biology.
