This paper is an account of the World Bank's effort to collect household-level data on poverty in developing countries and what that data says about the effects of government policies on living conditions of the poor. The main objective of the Living Standards Measurement Study (LSMS) surveys is to provide household-level data for evaluating the population's living conditions. This paper gives a history of LSMS and shows general trends that emerged in studies for which LSMS data are available: (a) most of the poor are in rural areas; (b) most of the poor are in households in which the head works in agriculture; and (c) the heads of poor households have low levels of education. Selected results of studies on the persistence of poverty, the effects on the poor, structural adjustment, food stamps and food subsidies, and raising user fees for health care and education are presented.

This study estimates the incidence, characteristics, and patterns of change over time of illiteracy in Morocco. The study compares the results from direct literacy assessment to the conventional methods of self-reported literacy. This effort has provided more detailed, objective information with which patterns of literacy skills in the country may be determined, and their relationship to other important social and economic behaviors and outcomes analyzed. It also examines more closely the reliability and validity of common proxy indicators used to estimate literacy rates and skill levels. Results show that Morocco has been able to halve its literacy rate during the last 30 years; however, large disparities remain between men and women and between urban and rural areas. Implications for methods of measuring literacy and for formulating policy to increase literacy are discussed. (EH)

This paper describes the distribution of welfare in Ghana in 1987-88, as measured by consumption expenditures. The data used are from the first year of the Ghana Living Standards Survey. While primarily descriptive, the paper contains information with clear policy implications. Several findings stand out. First, rural residents are, on average, clearly worse off than urban residents. The poorest group are residents of the rural savannah while the wealthiest are those who live in the capital, Accra. Second, education of the household head is strongly positively correlated with household welfare. Third, households where the head is self-employed, especially in agriculture, are generally found at the lower end of the distribution of welfare, while those headed by a wage earner, either in the private or public sector, are better off. Fourth, unemployment among household heads is not correlated with household welfare. Finally, although the poorer groups are less likely to seek medical help when they are ill, malnutrition among young children in these groups is not much higher than that among the better off groups.

The paper stresses the evolutionary and adaptive experience of Latin American growth between 1950 and 1980, and provides a synthetic view by considering the sources of growth within a simple production framework. Regressions use quinquennial panel data for 18 Latin American countries.They provide an estimate of the net return to investment, of the elasticity of output to labor and of the contribution of other variables with influence on efficiency. The regressions show that Latin American growth varied systematically with trade performance. The paper provides information on the effects of inflation upon per capita income growth in the region. There is a negative correlation: an inflation rate of even 20 percent reduces the per capita growth rate by 0.4 percentage point, or almost 1.5 percent of the regional mean of 3 percent growth between 1950 and 1980. This result does not hold, however, once high inflation observations are excluded. Finally we call attention to the persistent problems of income distribution and poverty.
