Being the public voice of over 180 member organisations across nearly 90 countries, La Vía Campesina, the global peasant movement, has planted itself firmly on the international scene. This book explores the internationalisation of the movement, with a specific focus on the engagement of peasants in the processes of the Committee on World Food Security (CFS). Since the reform of the CFS in 2009, civil society actors engage in the policy processes of this UN Committee from a self-designed and autonomous global Civil Society Mechanism. The author sheds light on the strategies, tensions, debates, and reconfigurations arising from rural actors moving between every day struggles in the fields and those of the UN arena. Whereas most theories in the dominant literature on social movements expect them to either disappear or institutionalise in a predetermined pattern, the book presents empirical evidence that La Vía Campesina is building a much more sophisticated model. The direct participation of representatives of peasant organisations in the CFS is highlighted as a pioneering example of building a more complex, inclusive and democratic foundation for global policy-making. Can John D. Negroponte be described as 'The Last American Diplomat'? Mexico’s modern middle class emerged in the decades after World War II, a period of spectacular economic growth and social change. Though little studied, the middle class now accounts for one in five Mexican households. This path-breaking book explores the changing fortunes and political transformation of the middle class, especially during the last two decades, as Mexico has adopted new, market-oriented economic policies and has abandoned one-party rule. Blending the personal narratives of middle-class Mexicans with analyses of national surveys of households and voters, Dennis Gilbert traces the development of the middle class since the 1940s. He describes how middle-class Mexicans were affected by the economic upheavals of the 1980s and 1990s and examines their shifting relations with the ruling Partido Revolucionario Institucional (PRI). Long faithful to the PRI, the middle class gradually grew disenchanted. Gilbert examines middle-class reactions to the 1968 Tlatelolco massacre, the 1982 debt crisis, the government’s feeble response to the 1985 Mexico City earthquake, and its brazen manipulation of the vote count in the 1988 presidential election. Drawing on detailed interviews with Mexican families, he describes the effects of the 1994–95 peso crisis on middle-class households and their economic and political responses to it. His analysis of exit poll data from the 2000 elections shows that the lopsided middle-class vote in favor of opposition candidate Vicente Fox played a critical role in the election that drove the PRI from power after seven decades. The book closes with an epilogue on the middle class and the July 2006 presidential elections.

During the 1990s, Emerging Europe and Central Asia (ECA) chose a model of rapid financial development emphasizing bank credit expansion often funded by foreign capital. Although boosting financial inclusion of firms and households, the model was accompanied by lower efficiency and increased financial vulnerability. After two waves of crises, in the late 1990s and after 2008, ECA's banking systems again face major stress. The crises and stresses have eroded trust in banks and job creation in credit-dependent firms. ECA's shallow and illiquid capital markets offer no additional support. Stagnating income growth, particularly of middle- to lower-income earners, has led to increasing dissatisfaction with low productivity growth and limited opportunities. This frustration provides the impetus for reshaping financial policies. A healthy and balanced financial sector could strengthen structural adjustment in ECA's eastern, oil-dependent economies and innovation in its western countries. Risks and Returns: Managing Financial Trade-Offs for Inclusive Growth in Europe and Central Asia argues for reaching beyond increasing access to credit. ECA countries must build integrated financial systems, enabling prudent financial inclusion in a region significantly lagging in the use of saving products. Striking the right balance across all dimensions of financial development (stability, efficiency, inclusion, and overall depth) is crucial for achieving and sustaining inclusive growth. Redesigning financial policy involves addressing trade-offs often overlooked in the past. Too much credit and imprudent financial inclusion have led to banking crises. Overly stringent regulation to foster financial stability has hindered inclusion and efficiency gains. Both shortfalls have had negative consequences for shared prosperity. Risks and Returns discusses tools and approaches to help policy makers achieve balanced financial development.
