This volume is concerned with the nature of new manufacturing technologies, such as CAD/CAM and robotics, as well as ap propriate methodologies for evaluating whether such technologies are financially and organizationally viable in particular contexts. The chapters included here were commissioned as papers for presen tation at The Wharton Conference on Productivity, Technology, and Organizational Innovation, which took place in Philadelphia on December 8 and 9 of 1983. The conference was sponsored by The University of Pennsylvania's Center for the Study of Organizational Innovation. There has been a surge of interest in the area of manufacturing over the past ten years as managers have come to realize that the operations function is critical to remaining competitive. New status has been given to factory and operations managers. New programs revitalizing manufacturing and distribution have been introduced in organizations. Corporate strategy is now explicitly considering operations and manufacturing functions. And the curricula of leading business schools are reflecting the rapidly advancing research on technology management and manufacturing operations. In spite of these important signs of progress, we are clearly just at the beginning of understanding the issues involved here. The present volume provides a state-of-the-art review of the realities of technology management and manufacturing strategy. As described in the Editor's Introduction, we address four topics: The Nature of New Manufacturing Technology, Innovation and Manufacturing Strategy, Productivity Management, and Technology Management and Organ ization. In this paper, we make a first attempt to explore the relationship between computer use and productivity in French manufacturing and services industries. We match information on computer utilization in the work place collected at the employee level in the years 1987, 1991 and 1993, with information on firm productivity, capital intensity and average wage available at the firm level. Being based on the answers of very few interviewed employees (only one for 75% of the firms in our samples), our measure of firm computer use is subject to important sampling errors, and hence our estimates of computer impacts are largely affected by random errors in variables downward biases. Nonetheless we find coherent and persuasive evidence that the computer impacts on productivity are indeed positive and that the returns to the firm should at least be in the same range as the returns to the other types of capital. We also show that the sampling errors in measurement biases can be assessed, and we make the general point that econometric studies of the firm can be effectively and substantially enriched by using information collected from workers, even if very few of them are surveyed per firm.

Increases in purchased services, foreign outsourcing, and investments in computers are alleged to have resulted in an understatement of input growth in manufacturing, and thus. overstatement of growth in productivity. GNP, and value-added in industries heavily engaged in these activities. Based on Census Bureau data, we examine whether the recent (post-1979) improvement in measured manufacturing productivity growth can be attributed to an increase in the rate of foreign and domestic outsourcing. Our preliminary evidence, based on data that are not comprehensive, suggests that an industry's propensity to outsource is unrelated to its acceleration in productivity. In auditing the industry numbers, we found that a non-negligible number of sectors were not consistently defined over time. Using industry and establishment-level data sets (the NBER 4-digit SIC Productivity data set and the Longitudinal Research Database), we conclude that some of these anomalies may be due to the general decline in the magnitude of information solicited from establishments by the Census Bureau in conducting its economic surveys. Another consistency problem explored in this paper is the industry reclassification of large plants. Although these definitional and sampling problems are troubling and need to be carefully documented, there does not appear to be a systematic relationship between an industry's post-1979 productivity growth and attrition or "switches" in its ASM plants. We do find, however, positive and statistically significant relationship between total factor productivity growth and an industry's rate of investment in Computers.
