The study of the ethical issues related to computer use developed primarily in the 1980s, although a number of important papers were published in previous decades, many of which are contained in this volume. Computer ethics, as the field became known, flourished in the following decades. The emphasis initially was more on the computing profession: on questions related to the development of systems, the behaviour of computing professionals and so on. Later the focus moved to the Internet and to users of computer and related communication technologies. This book reflects these different emphases and has articles on most of the important issues, organised into sections on the history and nature of computer ethics, cyberspace, values and technology, responsibility and professionalism, privacy and surveillance, what computers should not do and morality and machines.

The rapid advancement of information technology in modern societies affects the way we live, communicate, work, and entertain. Computers and computer networks formulate an information age in which traditional ethical questions are re-examined and new questions arise concerning moral standards for human behavior. Computer Ethics: A Global Perspective presents a clear and concise introduction to the ethical and social issues sparked by our ever-growing information society at the local and global level. Designed for use as a main text in undergraduate and graduate courses that focus on computer, business, and applied ethics, the text is also ideal for the Information Technology in a Global Society course for the International Baccalaureate diploma. The text considers the impact of digitized information on individuals and societies and includes discussions on privacy, reliability, security, intellectual property, control, equality of access, and authenticity, with insights from the scientists and philosophers who have attempted to evaluate, explain, and resolve these issues. The text also discusses the social impact of information technology in different areas of human life such as business, health, education, entertainment and politics.

Teaches students how to solve ethical dilemmas in the field of computing, taking a philosophical, rather than a legal, approach to the topic. It first examines the principles of Idealism, Realism, Pragmatism, Existentialism, and Philosophical Analysis, explaining how each of them might be adopted as a basis for solving computing dilemmas. The book then presents a worksheet of key questions to be used in solving dilemmas. Twenty-nine cases, drawn from the real-life experiences of computer professionals, are included in the book as a means to let students experiment with solving ethical dilemmas and identify the philosophical underpinnings of the solutions.

Since the publication of the ?rst edition in 1997, there have been tremendous changes in the ?elds of computer science and information sciences. During this period, we have become more dependent than ever before on computer and telecommunication technology. As we, both individually and as nations, become more dependent on cyberspace technology, it has itself become a cr- ical component of individual nation’s security infrastructures that control power grids, gas and oil storage facilities, transportation, and all forms of - tional communication, including emergency services. The recent rise in cyber attacks—many of them with lightning speed, - fecting millions of computers worldwide, and causing billions of dollars in losses both to individuals and businesses—is an indication of how unprepared we are to handle such attacks not only today but also in the future. Such - tacks are a mark of the poor state of our cyberspace security policies. The facts that there are no signs to indicate there is going to be a slowdown in such - tacks, and that nations are not doing anything worth calling preventive, has heightened the need for an effective strategy to produce responsible prof- sionals who can play an active role in the ?ght against computer and cyber - tacks and vandalism.

viii As we look for such a strategy, technological development races on with new technologies that make our efforts and existing technologies on which they are based obsolete in shorter and shorter periods. For example, when I started to write the first edition in 1996, computer networking and associated computer network security were not big, the Internet and associated d- coms were yet to become commercialized and associated with big money, and mass global computer network attacks like “Malissa”, “Love Boy”, and Distributed Denial of Services (DDOS) were unknown. All these illustrate the speed at which the computing environment is changing and demonstrate a need for continuous review of the computer s- ence education in both content and pedagogy. So the focus in this edition is to address those changes. In this edition, I have made major changes in some of the chapters, reorganized others, and added new ones to bring the book update with current issues.
