As the costs of a preemptive foreign policy in Iraq have become clear, strategies such as containment and deterrence have been gaining currency among policy makers. This comprehensive book offers an agenda for the contemporary practice of deterrence—especially as it applies to nuclear weapons—in an increasingly heterogeneous global and political setting. Moving beyond the precepts of traditional deterrence theory, this groundbreaking volume offers insights for the use of deterrence in the modern world, where policy makers may encounter irrational actors, failed states, religious zeal, ambiguous power relationships, and other situations where the traditional rules of statecraft do not apply. A distinguished group of contributors here examines issues such as deterrence among the Great Powers; the problems of regional and nonstate actors; and actors armed with chemical, biological, and nuclear weapons. Complex Deterrence will be a valuable resource for anyone facing the considerable challenge of fostering security and peace in the twenty-first century.

Through the examination of different themes and subjects the book provides an in depth analysis of the concept of deterrence and its utility in dealing effectively with current threats. Although the concept of deterrence precedes the Cold War, in modern times and in its traditional form deterrence is seen as the product of the Cold War, which transformed 'narrow' deterrence approaches into widespread orthodoxy. Increasingly however emerging threats and challenges call into question the traditional concept of deterrence. There are many elements that challenge the concept of deterrence and its effectiveness. For instance it is not just that the concept can be ambiguous and broad, but also there have to be a number of conditions for it to be successfully implemented. This collection contributes to a growing field of research in a relatively under-studied area of interrogating the concept of deterrence itself through a multi-disciplinary approach. Through the use of primary and secondary sources, as well as interviews, this book covers a wide range of disciplinary approaches on deterrence and the contributors cover a broad array of subjects. The research assembled here focuses on deterring extremism, conflict resolution and diplomacy, investigating technological developments, effects of globalisation, social movements, economics, the relationship of resilience to effective deterrence, and the associated complexity of contemporary interdependencies to create a contextualised concept of modern deterrence. Social science and historical methodologies are utilized to gain a comprehensive cross-section of analysis that will reveal the strengths and weaknesses of the use of deterrence as a national security strategy, as well as highlighting the various types of power available for use by the state to create multi-faceted deterrence in order to deal effectively and efficiently with complex emerging challenges.

Mankind has been struggling since Thucydides to understand the origins of war. Within the last quarter-century, however, many of the pieces of the war puzzle have begun to fall into place. This book builds on the available evidence and offers an important original theory as to the cause of war and means for its control. In doing so, the book simultaneously offers a new theory of international relations, bridging the gap between classical realism and idealism in international relations. The author, a former United States Ambassador, directs the Center for National Security Law at the University of Virginia and was the founding Chairman of the United States Institute of Peace. "Solving the War Puzzle may be the most insightful and important examination of the causes of war since Clausewitz published On War in 1832. This slim volume, precisely written, superbly researched, and elegantly presented, carefully evaluates, integrates, and synthesizes the multiple elements the confluence of which results in armed conflict." -- James P. Terry, Col., U.S. Marine Corps, Ret. Deputy Assistant Secretary of State and former Legal Counsel to the Chairman of the Joint Chiefs of Staff "[Solving the War Puzzle] offers a useful framework for stimulating further reflection on the causes of war. This slim volume is supplemented with extensive notes and an ample biography." -- CHOICE Magazine

This two-volume comprehensive guide is organized around the assumption that national and international security and arms control studies are interdisciplinary in nature. Volume 2 clarifies and defines selected current issues and problems from an international perspective. The chapters look at the scope of the emerging field of security and arms control studies as a serious field of systematic inquiry; they serve as a critical review and evaluation of the most important literature within each sub-field. The chapters identify major problems, key concepts, methods, disciplinary approaches, intellectual styles, and data sources. Security and Arms Control, Volume 2 is organized by sub-field. First, contending contemporary perspectives on the international system itself as the source of conflict and war are presented. The various facets of nuclear deterrence, including implications for the possible use of nuclear weapons, follow. The focus then shifts to conventional military power in the system, including arms transfers. The incidence of subconventional or low-intensity conflicts, including the practice of and possible responses to terrorism, is analyzed. The book concludes with strategic arms control, nuclear proliferation, and the study of crisis decision making. Security and Arms Control, Volume 2 can be used as a text as well as serving as a valuable guide to the study of international and national security and arms control. Interested students and policy makers will find valuable material for their studies and research.
