Across the nation, community colleges, K-12 school districts, and universities are collaborating with each other in creative ways that pool resources, increase access, and achieve myriad educational goals. Although not all partnerships include two-year colleges, these institutions serve as a bridge between public schools and four-year colleges, and between schools and the workforce. Despite the perceived benefits of collaboration, many partnerships fail to obtain desired results, cannot be sustained, or cease to benefit both parties. In an era of increased accountability, it is critical to understand why so many partnerships fall short of their goals and to identify the factors that contribute to the success or failure of a collaboration. Highlighting important elements of educational collaboration, chapters in this volume offer a means to evaluate the effectiveness and efficiency of partnerships. This instrumental case study employed a qualitative approach to explore ways that partnerships were built on a large, decentralized campus to support the seamless learning for students with disabilities. The number of college students with disabilities is increasing today, yet higher education lacks coordinated systems that provide a coherent learning experience for students who have specialized needs. This study addressed two overarching research questions: In what ways does a student affairs unit that provides disability services interact with campus partners to promote student learning? What factors influence the interaction between these organizational units? To explore these questions, Buchmiller Hall at Midwestern University was selected as the site for this case study. Three Buchmiller staff members were interviewed, in addition to nine individuals who Buchmiller staff identified as campus partners. Two campus leaders, who provided a broader view of organizational dynamics at mwu, where also interviewed. First interviews took place during spring and summer of 2009, followed by second interviews during the late fall of 2009. Document analysis supplemented data collected through on-site interviews. After data were collected and transcribed, several themes emerged during analysis of the data. Findings in this study examine themes that emerged in regard to factors that were supports or barriers in collaborative efforts with partners. Discussion explores support and barrier themes in light of three research sub-questions that address how, why, and when collaboration took place. Participants described three types of boundaries, which included boundaries of position, identity, and space. They described two primary ways that they negotiated these boundaries, using both a structural and human component of navigation. Values of individuals and leaders emerged as an important theme during the process of navigation, in addition to the importance of individuals having the necessary tools to act upon values. Finally, when certain elements of context aligned, an "incredible moment" was created, in which the above themes came to light Present throughout all themes, the context of disability presented unique characteristics in partnership efforts. Community college governance is a process for distributing authority, influence, and resources among internal and external constituencies. Having evolved from traditional public school bureaucratic and political models that emphasize control and oversight, community college governance is now a dynamic process with a host of participants. Gone are the days when presidents and trustees acted unilaterally on college issues. Although boards retain the legal authority to govern their colleges, prudent trustees now encourage broad-based involvement in governance. Nationwide, the trend is toward more participation and shared responsibility, and some states are codifying the process. For example, the California legistlature has mandated a shared governance system in public community colleges, reflecting the movement toward involvement and transparency. College leaders resist or ignore that trend to the detriment of their colleges and at their own peril. Interest in community college governance will increase among scholars and practitioners for many reasons. Enrollments are increasing rapidly while funding is not keeping pace. Taxpayer resistance is a reality. Workforce training programs will compete with transfer curricula for resources. Increasing numbers of poorly prepared students will require remediation. For-profit institutions will compete for students. Employee unions will press for better salaries and benefits and meaning participation in governance. Special interest groups will continue electing advocates to governing boards. P-19 initiatives will require close collaboration with public schools. In the meantime, rogue trustees will try the patience of everyone. Traditional governance models will not suffice in this demanding arena. Governance structures that are more collegial, flexible, and inclusive will be essential in the future as community colleges evolve to meet the needs of an increasingly complex and diverse society.
