During the last decade there have been major advances in research in child welfare, the largest specialty within social work. The focus of this research has been on improving current child welfare practices and programs that protect children from abuse and neglect. The major policy and program changes in the child welfare system have been guided by these research studies, spurred by federal and state emphasis on monitoring child welfare outcomes and identifying best practices. This landmark collection gathers those research developments- and how they have been translated into policies, programs, and practice- in a single volume for the first time. Duncan Lindsey, one of the nation's foremost child welfare scholars, and Aron Shlonsky have assembled a case of the giants in the field who analyze developments in adoption, foster care, risk assessment, CPS work, welfare reform, poverty, decision making, and epidemiological studies. The final section of the book details new approaches to programs designed to combat child maltreatment and child poverty. This volume, with its unparalled breadth, depth, and up-to-date content, will define the state of the field and serve as an invaluable reference for child welfare scholars and practitioners alike.

Every day, social service agencies collect millions of pieces of data about the children and families they serve. Agencies depend on this data to inform decision-making by personnel throughout the organization and to provide meaningful research and evaluation on program effectiveness and outcomes. As capacity for collecting and utilizing data has increased so has the recognition that this data can and should be used more broadly. Further, it should include not just single-system data, but data across different human service agencies. Administrative/big data systems can be powerful tools in increasing the efficiency and effectiveness of public child welfare services. Understanding, harnessing, and using big data holds tremendous promise in creating transformative change in the social services. Data analytics and data mining can lead to a better understanding of what services work for specific populations (targeting and predictive modelling), provide a more nuanced understanding of service outcomes for the workforce and major stakeholders (transparency), and facilitate collaboration across existing service delivery silos to reduce duplication of services and enhance consumer access to services (efficiency). This book was originally published as a special issue of the Journal of Public Child Welfare.

Social service agencies are facing the same expectations in quality management and outcomes as private companies, compelling staff members and researchers to provide and interpret valid and useful research to stakeholders at all levels in the field. Child welfare agencies are particularly scrutinized. In this textbook, two highly experienced researchers offer the best techniques for conducting sound research in the field. Covering not only the methodological challenges but also the real-life constraints of research in child welfare settings, Amy J. L. Baker and Benjamin J. Charvat present a volume that can be used both for general research methods and as a practical guide for conducting research in the field of child welfare. Baker and Charvat devote an entire chapter to ethical issues involved in researching children and their families and the limits of confidentiality within this population. They weave a discussion of ethics throughout the book, and each chapter begins with a scenario that presents a question or problem to work through, enabling readers to fully grasp the methods in the context of a specific setting or area of concern. Special sections concentrate on the value of continuous quality-improvement activities, which enable the collection and analysis of data outside of the strictures of publishable research, and the implementation of program evaluations, which can be helpful in obtaining further research and programmatic funding.

Within a historical and contemporary context, this book examines major policy practice and research issues as they jointly shape child welfare practice and its future. In addition to describing the major problems facing the field, the book highlights service innovations that have been developed in recent years. The resulting picture is encouraging, especially if certain major program reforms I are implemented and agencies are able to concentrate resources in a focused manner. The volume emphasizes families and children whose primary recourse to services has been through publicly funded child welfare agencies. The book considers historical areas of service—foster care and adoptions, in-home family-centered services, child-protective services, and residential services—where social work has an important role. Authors address the many fields of practice in which child and family services are provided or that involve substantial numbers of social work programs, such as services to adolescent parents, child mental health, education, and juvenile justice agencies. This new edition will continue to serve as a fundamen-tal introduction for new practitioners, as well as summary of recent developments for experienced practitioners.

Professionals in child welfare and protection are often required to make decisions--fraught with many difficulties and shortcomings--that have crucial implications for children and families. There are many indications that these decisions are frequently unreliable and involve unavoidable errors in judgement due to the uncertainties. Despite the central role of judgements in the field, child welfare and protection training and research programs pay limited attention to leveraging the human factors aspect of practice. Although extensive research exists in relevant areas--such as medicine, psychology, business administration, and economics--little has been done to help develop, transfer, and translate scientific knowledge to the child welfare arena. Decision-Making and Judgment in Child Welfare and Protection pulls together the best internationally sourced expertise and makes it accessibly available and applicable to scholars, educators, practitioners, students, and policymakers--the key stakeholders in child protective services and child welfare.
