The contrast between Europe¿s and Asia¿s experiences with regional integration and institution-building raises numerous questions about the changing nature of economic integration and multilateral cooperation in the 21st century. Similarities in these trends raise questions about the value of comparing the experiences of Asia and Europe. To date little serious discussion and research about such a comparison has occurred, and dialogue between Asian and EU experts has been equally elusive. The intention of this conference was to fill the gap in the literature, catalyze a more sustained dialogue, and generate policy-relevant recommendations for U.S. policymakers.

In this book, leading international relations experts and practitioners examine through theory and case study the prospect for successful multilateral management of the global economy and international security. In the theory section contributors tackle the big questions: Why is there an apparent rising tide of calls for reform of current multilateral organizations and institutions? Why are there growing questions over the effectiveness of global governance? Is the reform of current organizations and institutions likely or possible? Case studies include the examination of difficulties facing global development, the challenges facing the IMF and the governance of global finance, the problems of the UN 2005 World Summit and its failed reform, and the WTO and the questions raised by the prolonged Doha Development Round. "This Chaillot Paper focuses on the emergence of the G-20 and its role in forging global governance amidst the changing dynamics of multilateralism. The paper explores three key dimensions of the G-20: its origins and development, its role with respect to the development of multilateralism and the way in which both old and new key actors engage with this new forum. It also emphasises how the G-20 is clearly of central importance for the EU's aim to build an international order based on effective multilateralism."--Editor.

The end of the cold war and the terrorist attacks of 9/11 have brought about profound changes in international politics. A new system of global governance —one that is better suited for the new political realities —is desperately needed. Global governance is defined here as a structure for consultation and cooperation among states to maintain global order, to contain disorder, to promote global prosperity through shared management of an open world economy, and to address the difficult issues of global equity, rights, and justice. This Council for Asia-Europe Cooperation (CAEC) book attempts to redefine the roles of Asia and Europe in a changed world. The authors analyze the ways cooperation could enhance global governance —through future multilateralism and international institutions, international economic and financial institutions, trade and development, and new security challenges.

The future of the EU's Foreign and Security Policy (FSP) and its interaction with the world's dominant power, the United States of America lies at the heart of this book. The eight authors, experienced in government and international organizations, tackle the development of the Union's hard and soft power. Having met as a group over the course of a year at Harvard's John F. Kennedy School of Government during the months before and after the invasion of Iraq, they coherently address the most pressing FSP issues. These range from chapters on the why and how of EU-FSP over the classic areas diplomacy, defense and development to economic and science & technology policies. Under the auspices of Stanley Hoffmann and in close collaboration with distinguished professors from Harvard University, the authors have determined the interests of the EU as a single political body, laid out a clear vision for the year 2020, and established policy recommendations. Experienced professionals such as former German Minister of Defense, Rudolf Scharping to former UN Undersecretary Karl-Th. Paschke have added to the practical quality of the chapters with their reviews.
