Implementation of local self-government, centered on the regency or the level of the city, should emphasize democratic principles, public participation, equality and justice, and pay attention to local and to diversity. Attempts to strengthen local government administration will depend on the availability of resources to improve planning skills within local authorities, strengthening their organizational structure, steering networks, procedures and resource development Human resources; Level and improve income generation to make local communities more self-sufficient.
