From its creation in 1949 until the 1960s, the Central Bank of the Philippines dominated industrial policy by means of exchange controls, becoming a symbol of nationalism for a newly independent state. The pre-war Philippine National Bank was closely linked to the colonial administration and plagued by corruption scandals. As the country moved toward independence, ambitious young politicians, colonial bureaucrats, and private sector professionals concluded that economic decolonization required a new bank at the heart of the country’s finances in order to break away from the individuals and institutions that dominated the colonial economy. Positioning this bank within broader political structures, Yusuke Takagi concludes that the Filipino policy makers behind the Central Bank worked not for vested interests associated with colonial or neo-colonial rule but for structural reform based on particular policy ideas.

Both studies of political power and Europeanization studies have tended to neglect central banks. As the age of the euro reaches its 10th anniversary, it is timely to reflect on what it means for central banks, which have been at the forefront of the establishment of Economic and Monetary Union in the European Union. Central banks have been caught up in a major historic political project. What does it mean for them? What does the age of the euro tell us about the power of central banks, their Europeanization and whether they are coming to resemble each other more closely? This book brings together a range of recognized academic specialists to examine the main political aspects of this question. How, and in what ways, has the euro Europeanized central banks (members and non-members of the Euro Area)? What have been its effects on the power of central banks and their use of power? Has the euro generated convergence or divergence in central banking? The book offers the first, in-depth and systematic political analysis of central banks in the first decade of the euro. This volume examines and evaluates the impact of international statebuilding interventions on the political economy of post-conflict countries over the past 20 years. While statebuilding today is typically discussed in the context ofpeacebuilding and ‘stabilisation operations, the current phase of interest in external interventions to (re)build and strengthen governmental institutions can be traced back to thegood governance policies of the International Financial Institutions (IFIs) in the early 1990s. These sought political changes and improvements in the quality of governance in countries that were subject to, or were seeking support under, IFI-designed structural adjustment programmes.The focus of this book is specifically on state-building efforts in conflict-affected countries: countries that are emerging, or have recently emerged, from periods of war and violent conflict. This book examines the local and global political and institutional processes that have led to the strengthening of the Israeli central bank within the context of the now predominant neoliberal regime. Using Israel as a case study to identify broader patterns around the world, the authors examine the strengthening of central banks as a key dimension of the institutionalisation of the global regime. Drawing on an in-depth analysis of the political economy of the Israeli central bank since the mid-1980s, the authors show how the Bank of Israel mobilized global logics in order to strengthen its position vis-à-vis competing actors, especially the Ministry of Finance, and to promote the institutionalisation of the neoliberal regime. Employing a conflict-centered theoretical perspective, the authors elucidate the character of this institutional transformation and the mechanisms that were involved. Chapters examine the different phases of the process of central bank strengthening, focusing on the actors involved, the interactions between them, and the political strategies they employed, and analyse the consequences of the process for the shift in macro-economic management and in the mode of state involvement in the economy. Addressing the political and institutional processes that have led to the fundamental transformation of Israeli political economy, this book is a valuable addition to the existing literature on the Israeli banking system, political economy and globalisation.
