A large financing need challenges climate-adjusted infrastructure in developing Asia, estimated at $26 trillion till 2030. This necessitates crowding-in private sources to meet financing, efficiency, and technology gaps. However, a lack of bankable projects is a major hurdle. This publication suggests one possible innovative financing approach. The Green Finance Catalyzing Facility (GFCF) proposes a blended finance framework for governments and development entities to better leverage development funds for risk mitigation, generate a pipeline of bankable green infrastructure projects, and directly catalyze private finance. The GFCF provides useful inputs for the current debate on mainstreaming green finance into country financial systems.

Significant investments are needed to support the global transition to a low-carbon, climate resilient future. Current finance flows fall short of global financing needs, and massive scaling up is needed to unlock additional financial resources and foster a sustainable investment pathway. Overcoming barriers to private sector investments is critical, and international climate finance can play a catalytic role in this regard. National development banks (NDBs) have a unique role in this context, both complementing and catalyzing private sector players. This publication discusses the unique role that NDBs could play in scaling up private financing for climate change mitigation projects through the intermediation of international and national public climate finance in their respective local credit markets and the conditions that would be needed for them to be most effective. It draws from experiences in international climate finance and best practices, processes, and products of NDBs within the Latin American and Caribbean region.

The new generation Banks and financial institutions in Bangladesh are particularly embracing environment protection with every passing day, in some cases with a missionary zeal to protect the mother earth. This is done both as a part of their corporate social responsibility and as a drive towards socially and ethically responsible banking. They are gradually coming to realize that there is a need for a shift from ‘Profit, profit and profit’ motive to ‘planet, people and profit’ orientation for sustainable development in the long run. In fact, the concept of socially responsible banking has grown considerably with the dawn of twenty first century with the growth in green movement and emergence of a new generation of environmental activists. Further, those industries which have already become green and those, which are making serious attempts to grow green, should be accorded priority to lending by the banks. This method of finance can be called as “Green Banking”, an effort by the banks to make the industries grow green and in the process restore the natural environment. This concept of “Green Banking” will be mutually beneficial to the banks, industries and the economy. To maximize this opportunity, banks must shift to an organizational-learning approach, such that the banks adopt an outward-looking and risk taking orientation. Using Bangladeshi samples, this article tries to address the current position of environmental responsible banking by commercial banks in Bangladesh and examines which stakeholders should be involved in the developing of green banking products in Bangladesh, and what strategies can be used to involve these stakeholders and how banks can learn from these interactions. The results will hopefully provide some insights into strategies and approaches that can be used by others to develop less environmentally harmful green banking products.

'State and Trends of the Carbon Market 2004' examines the status of the emerging market for greenhouse gases emissions allowances and greenhouse gases emission reduction projects--the so-called 'carbon market'. Based on a database of 354 transactions, this study shows that the market has been growing steadily over the past years, with demand still heavily concentrated and supply shifting from Latin America to Asia. It also explores the determinants of the price of carbon, showing that, in the absence of a standard contract for the purchase of emission reductions, the structure of the transaction has a strong impact on the price. This study finds that the carbon market is growing steadily. A total of 64 million metric tones of carbon dioxide equivalent (tCO2e) has been exchanged through projects from January to May 2004, nearly as much as during the whole year 2003 (78 million). Second, the demand for emission reductions remains heavily concentrated, with a few EU Governments and Japanese firms the largest buyers. Third, Asia is now the largest supplier of emission reductions, followed by Latin America, developed economies, and Eastern Europe. Last, prices of project-based emission reductions in early 2004 have remained essentially stable compared with 2003. In the absence of a standard contract, these prices strongly depend on the structure of the transaction, notably risk-sharing between buyers and sellers.
