The essays collected in this volume are the result of cooperation between the Justice Partnership Programme in Hanoi and the Supreme Peoples Procuracy of Vietnam. The programme is co-funded by the European Union, Denmark and Sweden. Knowledge of the criminal procedures of other countries has been of particular importance to the drafters of the Criminal Procedure Code of Vietnam as they approximate the law to international standards. The essays contain detailed and systematic analyses of the criminal procedures in Italy, China, Russia and the United States of America. The common structure of the analyses and the meta-analyses of the editor of the book make a comparative study out of it. This book explores the differing treatment of Russian minorities in the non-Russian republics which seceded from the Soviet Union in the early 1990s. Providing detailed case studies, it explains why intervention by Russia occurred in the case of Ukraine, despite Ukraine’s benevolent and inclusive treatment of the large Russian minority, whereas in other republics with less benevolent approaches to minorities intervention did not occur, for example Kazakhstan, where discrimination against the Russian minority increased over time, and Latvia, where the country on its accession to the European Union was deemed to have good minority rights protection, despite a record of discrimination against the Russian minority. Throughout the book emphasises the importance of the perceptions of the republic government regarding the interaction between the minority’s kin-state and the minority, the role that minorities played within the nation-building process and after secession, and the dual threat coming from both the domestic and international spheres.

As the author concludes, Russia’s inter-republican cooperation was a carefully thought-out policy to undermine the Gorbachev government’s effort to control centre-periphery relations and manage the uncontrolled break-up of the Soviet Union. Russia signalled, through its cooperative relations with the republics, that it was willing to accept the republics as sovereign and view its own interaction with them as inter-state relations.
