Pendant près de deux siècles, les bibliothèques publiques du Québec sont l’objet de luttes idéologiques et politiques opposant élites conservatrices et esprits éclairés. Le clergé, en particulier l’aile ultramontaine, et bon nombre d’intellectuels, d’hommes politiques et de journaux conservateurs montent au créneau pour diaboliser tout projet de bibliothèque publique. En revanche, des réformistes et certains périodiques n’hésitent pas, dans une société dominée par le clergé, à s’investir dans la défense de la lecture publique. Il faudra attendre jusqu’en 1779, vingt ans après la Conquête, pour que sir Frederick Haldimand, le gouverneur de la province de Québec, préside à la fondation du premier établissement de lecture publique de la province, la Bibliothèque de Québec / Quebec Library. Dès sa création, il l’instrumentalise à des fins politiques, notamment en privilégiant l’acquisition et la diffusion d’ouvrages promouvant les valeurs de la Couronne britannique. D’autres suivront, mais les premières bibliothèques publiques, fondées par des anglophones, bien qu’officiellement bilingues, sont en réalité bien mal approvisionnées en ouvrages en français. Ce n’est qu’au dernier quart du 20e siècle, grâce à l’implantation de bibliothèques municipales un peu partout au Québec, que les francophones pourront enfin profiter pleinement de services de qualité dans leur langue.
