"The study of local state elites' perspectives on decentralisation and local autonomy is very critical in understanding the nature of Indonesian politics and in the process towards the better implementation of Law No. 22/1999 and Law No. 25/1999. The reason for this is simply, as Alagrappa (1995:28) stated, because the elite groups have greater control over the power resources, shared norms and consent among the elite are more important than among the general public. Similarly, Liddle (1996: 110-111) among others, also supports this argument by saying that the explanation of policy making (in Indonesia) lies not in the interests of the state qua state but in the behaviour of the key actors, as those actors formulate their goals, perceive constraints and opportunities and calculate means to deal with them. By taking into account the above propositions as the points of departure, this book attempts to delineate the Indonesia's local state elites' perspectives on decentralisation and local autonomy. It specifically focuses on two issues. The first is to describe how the local state elites have defined decentralization and local autonomy, and what are, in their opinion, the main goals for decentralisation and local autonomy. The second is to illuminate the local state elites' personal comments upon the current setting of local government's authority and central-local governments' financial relationship"--P. v-vi.

Beyond Autonomy forces us to rethink the meaning of autonomy as a central organising pillar of federalism. Can federations exist beyond the autonomy realm designed to promote territorial self-governance and direct representation among various levels of government? How do governments of federal systems interact over the design and implementation of policy in highly topical areas such as security, where the optimal distribution of authority is blurred? Which mechanisms promote the compromise necessary in many of today’s democratic federal systems? How do newly emerging federations in Africa and Asia design federal institutions in order to decrease conflict while promoting national solidarity? How can federal systems protect the rights of non-territorial minorities such as many indigenous peoples?

The beginning of the 21st century is characterized by global structural changes and worldwide concern for the problems surrounding the relationships between states and minority groups. Autonomy has become a code word for an all-purpose means of inclusion of sub-state groups in the three major functions that make for the essence of international law: the allocation of competence, the furtherance of common interest and the maintenance of international peace. Since to be autonomous is to be a law to oneself, and autonomous agents are self-governing agents, the authors of this present volume try give an answer – each from a particular professional perspective- to one overriding question: what conditions must be met in order to ensure that the autonomous agents govern themselves, and govern effectively. With a scholarly attention to analytical precision, factual accuracy, and scrupulous objectivity the authors of the present volume – coming from such diverse fields as international law, philosophy, ethics, economics, political science, - detail and explore the protean character of autonomy as both a concept (autonomy's subtypes, autonomy vs. other arrangements for the diffusion of power within heterogeneous societies, new definitions of the concept, etc.) and a practice (the potential of autonomy in the peaceful resolution of ethnic conflicts; comparative case studies, ranging from Greenland to Eritrea, from the Baltic States to South Asia). For all their differences in background and style, the authors share the common belief that autonomy, if properly understood and applied, holds considerable potential for ensuring an effective and harmonious co-existence for diverse groups within modern states. As such this book will hold particular appeal for all those (students, academics, policymakers, practitioners) who are on a quest for empowering insights vis-à-vis state-minority modus vivendi and ways to mitigate inter-group tensions by compromise.

In the wake of the USSR's breakup, the eighty-nine constituent subjects of the Russian Federation emerged as political players, grasping power for local policies from a weakened central authority and electing the legislators who have altered the complexion of the central government. Beyond the Monolith examines the impact of Russia's emerging regionalism on the political, economic, and social transformation of the largest of the successor states of the Soviet Union. The authors explore significant variations between and similarities among different provinces; the development of federalism in Russia; the effectiveness of local government; the power relationships between the center and the regions; the differential impact of privatization outside Moscow and St. Petersburg; and the role of environmental, public health, and labor market factors in regional economies. Contributors are Cynthia Buckley, Carol Clark, Robert V. Daniels, Mark. G. Field, Alexander A. Galkin, Nail Midkhatovich Moukhariamov, Demosthenes James Peterson, Greg Poelzer, Don K. Rowney, Darrell Slider, and John F. Young.

This book examines the social and political dimensions of migration from a perspective between the realms of demography and politics. It approaches the issue of migration by highlighting the important power relations that have previously been neglected in studies in the area. The book starts by investigating Indonesian migration to provide an understanding of internal migration. It then looks beyond its national borders for a wider understanding of Asia, and showcases several case studies both in Indonesia and beyond to illustrate the intricate politics of migration. Further, it considers the politics of migration from the sending country perspective and unravels the link between migration and security. The book provides reviews of the wider literature relating to population mobility and distribution, and shows readers how to adopt a new perspective in the study of movement of people –an issue that is becoming increasingly important as movement of people unfolds globally in terms of both volume and direction. This book is a valuable resource for students, academics and researchers in the area of demography and social-politics, especially those interested in migration and refugees. It also offers insights for those interested in understanding decentralization in greater depth.

Beyond Nationalism written by Fred Dallmayr and has been published by Lexington Books this book supported file pdf, txt, epub, kindle and other format this book has been release on 2001-07-17 with Political Science categories.

Bringing fresh insight to an important contemporary debate, Fred Dallmayr and JosZ M. Rosales consider the changing definition of nationalism and the nation-state in our era of globalization. The question mark in the title of this volume points to the multiple issues at stake: what is the meaning of nationalism? Is there only one or possibly multiple types of nationalism? What does it mean to be 'beyond' nationalism? Can one safely abandon nationalism and the nation-state? The contributors address these and other concerns, not only through the lenses of institutional and comparative social scientific analysis, but also with an eye toward the 'existential' implications for people living in our time: their well-being, legal safety and protection, and sense of identity. Dallmayr and Rosales have structured the book in three parts, leading from theoretical revisions of nationalist theory to contrasting views on globalization and sovereignty to the concluding discussion of human rights. Beyond Nationalism? thus explores some of the most urgent contemporary civic and political challenges raised by a post-national and cosmopolitan reconfiguration of the world order.
