`A unique and indispensible work that serves both as a basic introduction to the disarmament scene and a reference book for experts′ - Disarmament Times `This compendium of the history and achievements of arms control and disarmament efforts is unique in its kind and is likely to remain so. This for three reasons: first, because of its unparalleled comprehensiveness; second, because of the outstanding quality of its presentation, and, third, because of its author, Jozef Goldblat, one of the world′s leading experts in the field. This triad makes the updated Second Edition of Arms Control: The New Guide to Negotiations and Agreements a must for all concerned with international security in general and arms control in particular′ - Curt Gasteyger, Graduate Institute of International Studies, Geneva `The thesaurus of arms regulation and disarmament...a precious tool for negotiators and treaty makers′ - Ambassador V Petrovsky, Former Secretary-General of the Conference on Disarmament `Being the most comprehensive and authoritative compilation and analysis of arms control agreements available, this is an indispensable reference volume for students and practitioners of arms control and international security. The author has spent a lifetime in the study and practice of international security affairs: where international law and arms control agreements are concerned, there is no one better qualified than him′ - Sverre Lodgaard, Norwegian Institute of International Affairs, Oslo The revised and updated edition of Arms Control: The New Guide to Negotiations and Agreements contains the most authoritative and comprehensive survey ever published of the documents related to arms control. All major agreements reached since the second half of the nineteenth century through to mid-2002 are critically analysed and assessed. The assessment is made in the light of the international security environment, the developments in the field of weapon technology, the threat of nuclear, chemical and biological weapons proliferation, and the efforts to strengthen the humanitarian law of armed conflict. The accompanying CD-ROM reproduces full text and carefully selected excerpts of treaties, conventions, common understandings, statutes, charters, binding decisions of international bodies, final acts of international conferences, exchanges of letters and diplomatic notes. Multilateral agreements are followed by a list of parties. Enriched with new maps, tables and figures, as well as an expanded glossary and bibliography, the book will remain the definitive resource for students of international relations, journalists, diplomats and military strategists. Jozef Goldblat, the author, is Vice-President of the Geneva International Peace Research Institute (GIPRI), Resident Senior Fellow of the UN Institute for Disarmament Research (UNIDIR) and Associate Editor of Security Dialogue, published by SAGE for the International Peace Research Institute, Oslo (PRIO). He has studied the problems of arms control since the 1950s and has been involved in arms control negotiations. From 1969 to 1989 he directed the arms control and disarmament programme of studies at the Stockholm International Peace Research Institute (SIPRI). He has lectured at various universities and has written reports, articles and books on the arms race and disarmament. His latest publications include The Nuclear Non-Proliferation Regime: Assessment and Prospects, The Hague Academy of International Law, 1997, and Nuclear Disarmament: Obstacles to Banishing the Bomb, I. Strategies Of Arms Control written by Stuart Croft and has been published by Manchester University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 1996 with Political Science categories.

In this groundbreaking analysis, Stuart Croft brings the subject of arms control into the era of complex, multi-polar international relations. He moves beyond the narrow definitions of the phenomenon associated with the Cold War to show how it not only has a long past, but also a clear future. The author begins by tracing the history of agreements between polities over weapons back to ancient times. An understanding of this history allows him to put forward a typology of arms control. It occurs at the end of major conflicts, stabilises balances between states, develops norms of behaviour, manages weapons proliferation, and acts as a tool of international organisations. Stuart Croft examines the evolution of these five qualitatively different strategies, and applies the typology to arms control agreements in the post-Cold War world. This definitive new study will be of interest to students in international relations and security studies, as well as specialists in these disciplines.

In this work, an expert on biological weapons offers a thoughtful examination of the political and technical issues that have affected the implementation of arms control agreements from the 1960s to the present. Arms Control Policy: A Guide to the Issues examines the history of the major arms control treaties since the early 1960s. It offers readers a broad understanding of the ways in which arms control agreements were negotiated and implemented during the Cold War, the international and national events that affected treaty negotiation and implementation, and how the arms control landscape has changed in the war's aftermath. Specifically, the handbook overviews the obligations contained in bilateral U.S.-Soviet/Russian and multilateral arms control agreements covering nuclear and nonnuclear weapons. It also treats such agreements as the Biological Weapons Convention, the Chemical Weapons Convention, the Treaty to Ban Land Mines, and the Treaty to Ban Cluster Munitions. The book concludes with a look at the current challenges in the implementation of arms control agreements and the future of arms control.

Thomas Graham Jr. played a role in the negotiation of every major international arms control and non-proliferation agreement signed by the United States during the past thirty years. As a U.S. government lawyer and diplomat, he helped to shape, negotiate, and secure U.S. ratification of such cornerstones of international security as SALT, START, and the ABM, INF, and CFE treaties as well as conventions prohibiting biological and chemical weapons. Graham’s memoir offers a history of the key negotiations which have substantially reduced the threat of nuclear war. His is a personal account of bureaucratic battles over arms control in six administrations, navigating among the White House, Congress, cabinet secretaries, and agencies with overlapping responsibilities and often competing interests. No comparable text brings together detailed analyses of so many pivotal documents in the history of the Cold War; it offers abundant primary source material for historians, international lawyers, and arms control specialists around the world. Disarmament Sketches also charts the rise and fall of the Arms Control and Disarmament Agency, the only U.S. government agency with primary responsibility for arms control policy, and lays out an agenda for continuing progress in reducing weapons stockpiles around the globe. Throughout his career, Graham has worked tirelessly to reverse the nuclear arms race and to persuade leaders around the world to make their nations safer by renouncing and reducing their weapons of mass destruction.

In 268 detailed entries, the authors provide a wealth of information on such topics as the arms race, conventional and nuclear weapons, nuclear strategy, and disarmament. The entries are cross-referenced and an index is provided. Each entry provides definitions of words and concepts, as well as paragraphs on historical context and current significance. This book will be of great value to general readers as well as specialists, and will be indispensable in both academic and public libraries.-- Jennifer Scarlott, World Policy Inst., New York - Library Journal.

The Future Of Arms Control written by Michael A. Levi and has been published by Rowman & Littlefield this book supported file pdf, txt, epub, kindle and other format this book has been release on 2004-12-07 with Political Science categories.

Arms control, for decades at the core of the foreign policy consensus, today is among the more contentious issues in American politics. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Much tougher measures to prevent countries from gaining nuclear weapons technoloty while purportedly complying with the Nuclear Non-Proliferation Treaty and procedures for controlling dangerous biological technologies will be most prominent in this framework, while lower priority is giben to efforts such as bilateral nuclear accords and most t

An essential guide offers a comprehensive collection of edited and annotated arms-control documents, dating from the late-19th century to the present day. Sometimes successful and sometimes not, arms-control agreements are strenuously negotiated by the parties involved, yet they quickly become obsolete as technology advances and new weapons come on the scene. Thus, such agreements are best understood strategically, not as ends in themselves, but rather as one essential avenue of securing national and global security—an important means of allowing countries around the world to work out their differences at the negotiating table instead of on the battlefield. Arms Control and Global Security: A Document Guide offers an unprecedented and comprehensive collection of arms-control documents dating from the late-19th century to the present. The book includes documents addressing the control of weapons of mass destruction, the banning of biological and chemical weapons, the weaponization of space, regional arms control, and bilateral agreements, as well as the limitations of conventional weaponry. The documents are edited and annotated for nonspecialists, and charts, tables, and sidebars provide additional information throughout.
