The Internet is a complex of technologies and applications, not all of which are interrelated or develop at the same stage. The Arabization of the Internet draws on the competing priorities and visions of relations between local orders and global processes.

Since the start of the new millennium, Arab countries have been affected by the US-led 'war on terror' and the pressures exerted by the US administration, which calls for political reforms and the spreading of democracy in the Middle East as part of its counter-terrorism campaign. In O pen Networks, Closed Regimes, the authors take a comprehensive look at how a broad range of societal and political actors in eight authoritarian and semi-authoritarian countries employ the Internet. Based on methodical assessment of evidence from these cases--China, Cuba, Singapore, Vietnam, Burma, the United Arab Emirates, Saudi Arabia, and Egypt--the study contends that the Internet is not necessarily a threat to authoritarian regimes.
