Seminar paper from the year 2008 in the subject Politics - Topic: Peace and Conflict, Security, grade: 1,3, Otto-von-Guericke-University Magdeburg (Fakultät für Geistes-, Sozial- und Erziehungswissenschaften), course: Contemporary Wars , language: English, abstract: Examining the links between illegal drugs and armed conflicts, Svante E. Cornell (2005:758) suggests that “the interaction [...] is more complex than it seems at first glance, but it has important implications for strategies of conflict resolution as well as for counter-narcotics efforts”. It is clear that some of the most illicit drug crops and industries are concentrated in countries, regions and communities where the rule of law is weak and these areas are often characterized by social turmoil, instability and violence (Thoumi 2007: 126); this fact suggests that there is a nexus between illegal drugs and armed conflicts. Regarding this type of link some recent literature suggests that “narcotics extend the duration of conflict” (Cornell 2005: 751). Authors attempting to explain this nexus tend to refer to the concept of “war economies” which highlight the economic incentives as driving forces in contemporary violent conflicts (Cornell 2005: 752). According to John Goodhand (2005:213), “war economy has become a catch-all-phrase which is seen automatically as something negative and predatory”. This simplification is reflected in eradication and drug control efforts based on the discourse of predation and profit without considering the “micro-practices and institutional arrangements” surrounding the illegal drug economies (Goodhand 2005: 213).

Afghanistan is at a turning point in it's future, Afghanistan is the world's largest producer of opium and recent reports indicate that production in 2006 has set a new record. To reverse the historically recent explosion of Afghan narcotics, it will require nothing less than the usurpation and supplanting of the autonomous tribes and their warlords with a strong, central authority, something which has never truly existed in Afghanistan. With the waning and elimination of national coercive capacities in Afghanistan during the 20th century, be they colonial or communist, social forces at the tribe level became unleashed. A functional national government will need to provide both a coercive, as well as a socially supportive force throughout the country, not just in Kabul. The future of Afghanistan will be determined by its ability to control the trafficking and production of drugs. It will be these factors that will decide if Afghanistan will be a viable nation or a narco-state.

Afghanistan is the world's largest producer of opium and heroin. This book explores the devastating impact that the drugs trade has had on the Afghan people. Author David Macdonald has worked as a drugs advisor to the UN. Based on his extensive experience, this book breaks down the myths surrounding the cultivation and consumption of drugs, providing a detailed analysis of the history of drug use within the country. He examines the impact of over 25 years of continuous conflict, and shows how poverty and instability has led to an increase in drugs consumption. He also considers the recent rise in the use of pharmaceutical drugs, resulting in dangerous chemical cocktails and analyses the effect of Afghanistan's drug trade on neighbouring countries.
