The State of Africa series project was conceived by the Africa Institute of South Africa (AISA) during its 20032004 financial year for purposes of mapping out on a regular basis critical issue areas relating to intra- and inter-African as well as extra-African relations. The first and second volumes of the series were published in 2004 and 2008 respectively. Volume 1: The State of Africa: Thematic and Factual Review served as an exploratory piece and covered a broad range of issues relating to politics and governance, millennium development goals (MDGs), peace and conflict and regional development. Volume 2: The State of Africa: Post-Conflict Reconstruction and Development focused thematically and examined from critical and comprehensive perspectives issues associated with post-conflict in Africa. The volume was grounded on the continents quest for conflict prevention, management and resolution as a means of creating an enabling environment for the consolidation of democracy and reconstruction of societies affected by crisis in general and war in particular. This volume, Volume 3: Parameters and Legacies of Governance and Issue Areas takes a multi-pronged and multi-faceted approach to some of these issues by providing in-depth analysis of dynamics at national, regional, continental and international levels. The global transformation in the 1980s and 1990s, which witnessed the crumbling of the Soviet Union, the Warsaw Pact and opened a window of opportunities for EastWest bipolar rapprochement, particularly between the United States and Russia, also had impact on Africa at the national, regional and continental levels. The political economy of natural resource wealth poses two interrelated challenges for American foreign policy, both involving governance issues in countries that are abundantly endowed with natural resources. The potentially negative impact of natural resources on development is captured in the phrase "the resource curse". The implications are the greatest for the commodity producers themselves, ranging from complications for macroeconomic management to political authoritarianism and, in the extreme, the precipitation of violent civil conflict. For US policy, the resource curse presents challenges with respect to coping with state failure and associated transborder phenomena. The issues extend to broader geopolitics. Resource abundance confers financial and political power on producers. China's emergence as a major importer and investor in extraction, willing to accommodate authoritarian producers, exacerbates the challenge, potentially undercutting international efforts to encourage greater transparency and improved management of natural resource wealth. This issue is of particular importance for US policy toward Africa

The critical role of agricultural commodities in the growth of low-income countries is examined. A combination of factors has resulted in declining agricultural prices, necessitating further increasing volumes by developing countries to maintain export earnings. But low growth in factor productivity in Africa compared to competitors caused declining export shares in African countries. A broad-based smallholder strategy based on producing commodities in which a country enjoys comparative advantage needs to be supported by productivity enhancing innovations in food and export commodities, a stable price environment, availability of infrastructure and access to credit. Such an environment requires partnership between government and private agents.

This paper uses the Biennial Review (BR) data and simple correlations to analyze the potential relationship between progress in recommitting to CAADP or mutual accountability and progress in meeting commitments in the other five broad areas. Various weighting systems are used to demonstrate the sensitivity of the weights chosen for computing the scores to develop the Africa Agricultural Transformation Scorecard (AATS). The current BR applies equal weights to the seven thematic areas, followed by equal weights to performance categories and indicators within each thematic area and performance category, respectively. The other weighting systems considered for the sensitivity analysis include equal weights applied at performance category or indicator level, differential weights based on the ease or difficulty in achieving various commitments using the Items Response Theory (IRT), and differential weighting system that gives more weight to performance categories or indicators that are more directly linked to agricultural transformation.
