Sub-Saharan Africa has the highest prevalence of hunger in the world. Until this situation improves, the human development prospects of millions of Africans will remain at risk. UNDP's first Africa Human Development Report shows that food security and human development reinforce each other. If African countries are to realise their long-term potential, the report says, they must boost agricultural productivity to both improve the availability of food and reduce poverty. Policies to enhance nutrition are central to ensuring that access to food translates into human development. The report argues further that local populations must have the resources and decision-making power to produce and consume nutritious food throughout the year, overcoming the risks represented by continuing conflict, climate change and variations in food prices.

Over the 15 years since the countrys last National Human Development Report (NHDR) was published Ethiopia has undergone significant economic and social changes and has recorded some of the highest growth rates in the world-over 10 per cent in some years. However, Ethiopias Human Development Index (HDI) and its relative ranking have not moved appreciably during the past decade. Even though Ethiopia is one of the 10 countries globally that has attained the largest absolute gains in its HDI over the last several years, it still ranks 173rd out of 186 countries in the latest UNDP Human Development Report. It is this development challenge that underlines the fact that the preparation of the NHDR is so opportune now and why the focus of the report on inclusive growth for sustainable human development is so apposite. In 1998, when the last NHDR was written, the development challenges facing the country were considerably different.

The 2017 Economic Report on Africa focuses on the linkages between industrialization and urbanization. Urbanization is one of Africa mega trends with profound implications for the social, economic, environmental dimensions of growth and transformation. Theory and experience demonstrate that industrialization and urbanization can be mutually reinforcing processes. It is therefore imperative to explore the linkages between urbanization and industrialization given the profound implications for structural transformation in Africa. So far, current policy narratives and frameworks on structural transformation and industrialization in Africa have largely failed to factor in the spatial and urban dimensions of industrialization, and in particular the advantages presented by productivity enhancement and agglomeration effects generated by cities. Yet, the nexus between urbanization and industrialization is of particular relevance for Agenda 2063 and the 2030 Agenda on Sustainable Development. Both agendas recognize urbanization as a critical factor for sustainable development. It is also important to consider urbanization and industrialization in light of Africa's engagement with the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. In this context, African policy makers have clearly recognized urbanization as an engine of structural transformation for inclusive and sustainable growth.
