This report presents results from the fifth annual survey of Advanced Technological Education (ATE) projects, centers, and articulation partnerships. ATE has approximately 220 active awards. Of these, 163 ATE-funded projects, centers, and articulation partnerships were asked to participate in the 2004 survey. During the survey administration period, 5 projects were removed from the sample, resulting in a final target sample of 158 grantees. Of these, 154 (97%) responded to all or portions of the survey. Where Volumes II and III focus on program implementation and accomplishments, this volume examines the program's primary design elements. Here the intention is to help program officers and others determine what design aspects of the program work most effectively and identify ways in which to continue to strengthen the program. This volume of the 2004 survey report examines the ATE program from the perspective of 4 significant program design elements. These elements are described in the ATE Program Solicitation (NSF-02-035) and are: (1) ATE primarily impacts associate degree-level institutions, but also is designed to impact secondary schools and 4-year colleges; (2) ATE funds targeted projects, but also funds comprehensive centers; (3) ATE projects and centers collaborate with other institutions to achieve their objectives; and (4) ATE funds articulation partnerships that specifically create pathways to higher education for secondary and two-year college students.

The Advanced Technological Education (ATE) program is a federally funded program designed to educate technicians for the high-technology disciplines that drive the United State's economy. As stated in the ATE program guidelines, this program promotes improvement in technological education at the undergraduate and secondary school levels by supporting curriculum development; the preparation and professional development of college faculty and secondary school teachers; internships and field experiences for faculty, teachers, and students; and other activities. ATE funds three program tracks: projects, centers, and articulation partnerships. This report, Volume III of the 2004 ATE Annual Survey Report, addresses findings from two of the three program tracks, projects and articulation partnerships. The report focuses on the following fundamental elements of the ATE program: (1) What is the size and scope of work for ATE projects; (2) To what degree do ATE projects apply rigorous internal practices in their operations; (3) How extensive are ATE project collaborations; (4) How productive are ATE projects in terms of the primary ATE work categories; and (5) What impact are ATE projects having on students? These questions are keyed to the primary evaluation indicators used to monitor the performance of ATE grantees. Additional questions, specifically, the relative contribution of ATE centers as compared with the ATE projects, are addressed in Volume I of this report and through other evaluation products.

The 2006 survey is the seventh annual survey of the National Science Foundation's (NSF) Advanced Technological Education (ATE) program conducted by The Evaluation Center. This survey collects information about the general characteristics of the ATE program's grantees and their work activities, accomplishments, and impacts. This fact sheet presents selected survey indicators of the overall program. NSF's (2005) ATE program guidelines call for funded projects, centers, and partnerships to engage in one or more of the following work categories: (1) developing instructional materials for national dissemination; (2) providing professional development to increase the capabilities of science, technology, engineering, and mathematics educators; (3) improving instructional programs at the secondary, associate, and baccalaureate levels; and (4) establishing formal articulation agreements with other institutions. The 2006 survey addressed these efforts via 7 sections, of which 3 (grantee characteristics, organizational practices, and collaboration) were required for all respondents and 4 (materials development, professional development, program improvement, and articulation agreements) were required only for those grantees significantly engaged in the specified work activity.
