In 1997, the National Institute of Standards and Technology (NIST) initiated a process to select a symmetric-key encryption algorithm to be used to protect sensitive (unclassified) Federal information in furtherance of NIST's statutory responsibilities. In 1998, NIST announced the acceptance of fifteen candidate algorithms and requested the assistance of cryptographic research community in analyzing the candidates. This analysis included an initial examination of the security and efficiency characteristics for each algorithm. NIST reviewed the results of this preliminary research and selected MARS, RC6(TM), Rijndael, Serpent and Twofish as finalists. Having reviewed further public analysis of the finalist, NIST has decided to propose Rijndael as the Advance Encryption Standard (AES). The research results and rationale for this selection are documented in this report.

The Advanced Encryption Standard (AES) specifies a FIPS-approved cryptographic algorithm that can be used to protect electronic data. The AES algorithm is a symmetric block cipher that can encrypt (encipher) and decrypt (decipher) information. Encryption converts data to an unintelligible form called ciphertext; decrypting the ciphertext converts the data back into its original form, called plaintext. The AES algorithm is capable of using cryptographic keys of 128, 192, and 256 bits to encrypt and decrypt data in blocks of 128 bits.

In 2000, NIST announced the selection of the Rijndael block cipher family as the winner of the Advanced Encryption Standard (AES) competition. Block ciphers are the foundation for many cryptographic services, especially those that provide assurance of the confidentiality of data. Three members of the Rijndael family are specified in this Standard: AES-128, AES-192, and AES-256. Each of them transforms data in blocks of 128 bits, and the numerical suffix indicates the bit length of the associated cryptographic keys.
