Mega urban regions are not a passing phenomenon. They are likely to persist and to enlarge their economic footprints because they benefit from the advantages of market scale, agglomeration economies, location, and the increasing concentration of talented workers. Metropolitan regions which are polycentric, relatively well managed, and have invested heavily in transport infrastructure are able to contain some of the problems attendant upon a concentration of people and industry. Moreover, with energy and water resources becoming relatively scarce and many countries anxious to preserve arable land for farming, the economic advantages of densely populated urban areas are on the rise because they have a lower resource utilization quotient. During the next 15 years, mega urban economies could coalesce in three Southeast Asian locations: Bangkok, Jakarta, and the Singapore-Iskander Development Region (IDR, South Johor). The Bangkok and Jakarta (Jabotabek) metropolitan regions have passed the threshold at least in terms of population size but they have yet to approach the industrial diversity, dynamism, and growth rates of a Shanghai or a Shenzhen-Hong Kong region. Singapore, if coupled with IDR, has the potential but it is still far from being an integrated urban region. This paper examines the gains from closer economic integration and the issues to be settled before it could occur. The paper notes that a tightening of localized economic links between two sovereign nations through the formation of an urban region would involve a readiness to make long-term political commitments based on a widely perceived sense of substantial spillovers and equitably shared benefits. Delineating these benefits convincingly will be essential to winning political support and a precondition for a successful economic flowering.

The US population is estimated to grow by more than 110 million people by 2050, and much of this growth will take place where cities and their suburbs are expanding to meet the suburbs of neighboring cities, creating continuous urban megaregions. There are now at least a dozen megaregions in the US. If current trends continue unchanged, new construction in these megaregions will put more and more stress on the natural systems that are necessary for our existence, will make highway gridlock and airline delays much worse, and will continue to attract investment away from older areas. However, the megaregion in 2050 is still a prediction. Future economic and population growth could go only to environmentally safe locations. while helping repair landscapes damaged by earlier development. Improved transportation systems could reduce highway and airport congestion. Some new investment could be drawn to by-passed parts of older cities, which are becoming more separate and unequal. In Designing the Megaregion, planning and urban design expert Jonathan Barnett describes how to redesign megaregional growth using mostly private investment, without having to wait for massive government funding or new governmental structures. Barnett explains practical initiatives to make new development fit into its environmental setting, especially important as the climate changes; reorganize transportation systems to pull together all the components of these large urban regions; and redirect the market forces which are making megaregions very unequal places. There is an urgent need to begin designing megaregions, and Barnett shows that the ways to make major improvements are already available.

The research is embedded in the project called Risk Habitat Megacity, which investigates the development of urban settlements in the context of their sustainability. The first part explains the importance of cities and their link as energy consumption centers in the Chilean context. A historical analysis of the energy situation describes the three energy crisis the country has suffered from and how to overcome the energy shortages. Chile has recently changed its policy framework in favor of Renewable Energies. The electricity sector is a vital element of the analysis, as only a well-designed and competitive market allows the integration of renewable energies. The fourth chapter discusses measurements and shows a path into a more sustainable development, with enhanced energy security, a lower import dependency, but with the necessity for the Chilean government to develop a comprehensive long-term energy policy framework, that includes energy policy and energy efficiency programs alike. La primera parte explica la importancia de las ciudades y su conexión como centros de consumo energético en Chile. Un análisis histórico de la situación energética analiza las crisis energéticas que sufrió el país y cómo afrontar las escasez de energía. Chile ha cambiado recientemente su marco político a favor de las energías renovables. El sector de energía eléctrica es un elemento vital del análisis, ya que sólo un mercado bien diseñado y competitivo permite la integración de las energías renovables. Las mediciones discutidas en el capítulo cuatro muestran un camino hacia un desarrollo sostenible, mejorando la seguridad energética, dependiendo en menor medida de la importación, pero con la necesidad de que el gobierno chileno desarrolle un marco político-energético, que incluya políticas energéticas como los programas para la eficiencia energética. Esta investigación brinda una contribución inicial.
