This paper proposes a tripartite framework of design, evaluation, and post-evaluation analysis for generating and interpreting economic forecasts. This framework's value is illustrated by re-examining mean square forecast errors from dynamic models and nonlinearity biases from empirical forecasts of U.S. external trade. Previous studies have examined properties such as nonlinearity bias and the possible nonmonotonicity and nonexistence of mean square forecast errors in isolation from other aspects of the forecasting process, resulting in inefficient forecasting techniques and seemingly puzzling phenomena. The framework developed reveals how each such property follows from systematically integrating all aspects of the forecasting process.

The global economy remains resilient, despite differences in the strength of activity and incomes across countries and sectors. Inflation has continued to fall, supporting real incomes, but consumer confidence is yet to recover to pre-pandemic levels in many countries. Global growth is projected to be 3.2% this year and 3.3% in 2025 and 2026, with inflation easing further. Nonetheless, the outlook is highly uncertain. An intensification of geopolitical tensions or global trade restrictions could hamper further disinflation and weaken the growth outlook. At the same time, future shocks could trigger disruptive corrections in financial markets, magnified by high debt and stretched asset valuations. The key policy priorities are to ensure a continued and lasting decline in inflation, enhanced efforts to establish a credible fiscal path that will secure debt sustainability, and ambitious reforms to raise sustainable and inclusive growth in the medium term. This issue includes an assessment of the global economic situation, a chapter on developments in labour shortages and associated policy considerations and a chapter summarising developments and providing projections for each individual country. This paper examines the institutional arrangements of the macro-fiscal function in 16 African countries. Most ministries of finance (MoFs) have established a macro-fiscal department or unit, but their functions, size, structure and outputs vary considerably. Based on a survey, we present data on staff size, functional scope and the forecasting performance of macro-fiscal departments and identify common challenges in the countries reviewed. Some MoFs perform many macro-fiscal functions, but actions of various kinds are needed to strengthen their macro-fiscal departments. This paper provides some guidance for policy-makers in the region for enhancing the quality and scope of macro-fiscal outputs.
