Welcome to the tenth anniversary of the International Conference on Web Information Systems Engineering, WISE 2009. This year the WISE conference continued the tradition that has evolved from the inaugural conference held in 2000 in Hong Kong and since then has made its journey around the world: 2001 Kyoto (Japan), 2002 Singapore, 2003 Rome (Italy), 2004 Brisbane (Australia), 2005 New York (USA), 2006 Wuhan (China), 2007 Nancy (France), and 2008 Auckland (New Zealand). This year we were happy to hold the event in Poznan, a city of 600,000 inhabitants in western Poland. Poznan is the capital of the most affluent province of the country – Wielkopolska – which means “Greater Poland”. For more than 1,000 years, Poznan’s geographical location has predestined the city to be a significant scientific, cultural and economic center with more than just regional influence. The city is situated on the strategic cross-roads from Paris and Berlin in the west, to Warsaw and Moscow in the east, and from Scandinavia through the Baltic Sea in the north to the Balkans in the south. Poznan is a great research and university center with a dynamic potential. In all, 140,000 students are enrolled in 26 state-run and private institutions of higher education here, among which the Poznan University of Economics with its 12,000 students is one of the biggest. The WISE 2009 Conference provided a forum for engineers and scientists to present their latest findings in Web-related technologies and solutions.

We have described the development of a new micro-payment system, NetPay, f- turing different ways of managing electronic money, or e-coins. NetPay provides an off-line, anonymous protocol that supports high-volume, low-cost electronic trans- tions over the Internet. We developed three kinds of e-wallets to manage coins in a NetPay-based system: a sever-side e-wallet allowing multiple computer access to- coins; a client-side e-wallet allowing customer PC management of the e-coins, and a cookie-based e-wallet cache to improve performance of the client-side e-wallet c- munication overhead. Experiences to date with NetPay prototypes have demonstrated it provides an effective micro-payment strategy and customers welcome the ability to manage their electronic coins in different ways. This book contains a selection of the best papers from WEBIST 2008 (the Fourth International Conference on Web Information Systems and Technologies), held in Funchal, Madeira, in 2008, organized by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC), and co-sponsored by the Wo- flow Management Coalition (WfMC). The purpose of the WEBIST series of conferences is to bring together researchers, engineers and practitioners interested in the technological advances and business - plications of web-based information systems. The series focuses on four main topic areas, covering different aspects of web information systems, including internet te- nology; web interfaces and applications; society, e-business, and e-government; and e-learning. WEBIST 2008 received 238 paper submissions from more than 40 countries on all continents. A double-blind review process was enforced, with the help of more than 200 experts from the international Program Committee, each of them specialized in one of the main conference topic areas. After reviewing, 32 papers were selected to be published and presented as full papers and 64 additional papers, describing work-- progress, as short papers for oral presentation only. Furthermore, 58 papers were p- sented as posters. The full-paper acceptance ratio was 13%, and the total oral paper acceptance ratio was 40%. Therefore, we hope that you find the papers included in this book interesting, and we trust they may represent a helpful reference in the future for all those who need to address any of the research areas mentioned above.
