This document describes a curriculum-led approach to college-based staff development for vocational preparation teachers. A survey of staff development needs in this area is summarized, and emphasis is placed on the attitude of college administrators to vocational preparation. The remainder of the document suggests a conceptual framework within which college administrators and those responsible for staff development can operate. A checklist of skills and qualities is proposed as a starting point for assessing needs of teaching staff involved in vocational preparation. Methods for developing a program of staff development and support are described, including questions to ask to identify staff needs, analyzing and profiling those needs as a basis for the initiation of staff development programs, setting up a program, and agencies to use for staff development. Appendixes, amounting to approximately four-fifths of the document, include the full survey summarized in the narrative section, definitions and a glossary, approaches to preparing teachers for change, discussion of the concept of basic skills, and descriptions of college-based staff development exercises. The changing role of staff development for teachers and trainers in Australia's vocational education and training (VET) sector was examined. Data collection strategies were as follows: a preliminary analysis of VET staff development provision; a literature review of mainly Australian sources; a Delphi survey involving 31 key stakeholders in VET across Australia; telephone interviews with human resource personnel in a national stratified sample of 394 public and private registered training organizations; a survey of 686 teachers and trainers in those organizations; and analysis of 15 case studies of staff development in selected VET organizations and programs. The examination focused on the following aspects of the topic: characteristics of teachers/trainers in the VET sector; future policy challenges and VET teachers/trainers; current arrangements for staff development; VET teachers/trainers and their experiences of staff development; and good practice in staff development for VET teachers/trainers. The overall profile of VET staff was one of a very diversified work force. Very different patterns in the approaches of public and private VET providers to staff development were found. This book presents some highlights from the deliberations of the 2003 conference of the International Study Association on Teachers and Teaching (ISATT).
