Child Welfare Removals by the State addresses a most important (but little-researched) legal proceeding: when the State intervenes in the private family sphere to remove children at risk to a place of safety, adoption, or in other forms of out-of-home care. It is an intervention into the private family sphere that is intrusive, contested, and a last resort. States' interventions in the family are decided within legal and political orders and traditions that constitute a country's policies, welfare state model, child protection system, and children s position in a society. However, we lack a cross-country analysis of the different models of decision-making in a European context. This text aims to present new research at the intersection of social work, law, and social policy concerning child protection proceedings for children in need of alternative care. It explores the role of court-based and voluntary decision-making systems in child protection proceedings, its effects, dynamics, and meanings in seven European countries and the United States, and analyses the tensions and dilemmas between children, parents, and socio-legal professionals. The book consists of eight country chapters, plus an introduction and conclusion chapters. The range of countries of countries represented in the book covers the social democratic Nordic countries (Finland, Norway, and Sweden), the conservative corporatist regimes (Germany and Switzerland), the neo-liberal (England, Ireland, and the United States), and related child welfare systems.

This book provides an account of the experience of a multifaceted system-change programme to strengthen the capacity of Ireland’s statutory child protection and welfare agency in the areas of prevention, early intervention and family support. Many jurisdictions globally are involved in system change processes focused on increasing investment in services that seek to prevent children’s entry into child protection and welfare systems, through early intervention, greater support to families, and an increased emphasis on rights and participation. Based on a four-year in-depth study by a team of University-based researchers, this text adds to the emerging knowledge-base on developing, implementing and evaluating system change in child protection and welfare. Study methodological approaches were wide ranging and involved a number of key stakeholders including children, parents, social workers and social care workers, service managers, agency leaders and policy makers. According to the United Nations' latest data, the United States has more children living in poverty than any other industrialized nation in the world. More than a fifth of all children grow up in poverty. The poverty rates for African-American and Latino children often exceeds 40 percent. Furthermore, the United States--a country that once pioneered strategies to prevent child abuse and that now spends more money fighting child abuse than any other industrialized country--also has the highest rate of child abuse in the industrialized world. Against this background, Duncan Lindsey, a leading authority on child welfare, takes a critical look at the current welfare system. The SAD pandemic is real; Sexual Violence, Addictions, and Domestic Violence (SAD) result in too many children in care yearly and aging out to different systems such as Prison, Employment and Income Assistance Program, Mental Health Institution, Drug Rehabilitation & Homelessness. Are we going to allow the cycle to continue for generations? The authors took an objective perspective inside the child welfare system being social scientists and working in the field of social work. They assessed, analyzed, and diagnosed the possible root cause of the increase number of children and family involved in the child welfare system. Going back and looking at child welfare in the past and what it has evolved to in contemporary practice, the authors were able to identify that SAD is what needs to be the main focus if we are to see better results for the children entering and exiting the child welfare system . Realizing that the future is "at risk" as a result of the SAD pandemic, there is a need for positive change. The authors explored possible solutions to the SAD pandemic with the hope of finding a cure or treatment. We are therefore on a quest to replace SAD with JOY.
