This paper reviews the regulation of intra-EU international roaming services, based on available empirical evidence from the comprehensive BEREC reports on roaming, as well as other data sources such as the European Commission, the OECD, and European NRAs. The intra-EU international roaming market is rather large (4% of total mobile revenues) when compared to roaming markets in other regions (1-2% of mobile revenues), and it is dominated in terms of revenues by voice roaming services (around 70% of total roaming revenues). EU initiatives to regulate international roaming have evolved toward increasingly regulatory activity applied through a system based on maximum price caps. Today, intra-EU price caps are applied to retail and wholesale roaming voice; retail and wholesale roaming SMS; and wholesale data roaming. Intra-EU voice and SMS roaming prices have suffered a steep decline from 2007 to 2010, following the glidepath set by regulation. There has been little evidence of genuine market-based competition, and prices have stayed close to the caps, despite the generous retail margins. Intra-EU data roaming services have experience a relevant decrease in both wholesale charges and retail prices, in line with the natural dynamics of an emergent market segment, but prices, especially at retail level, are still high compared to the underlying costs and to the equivalent domestic tariffs. The dynamics of retail international roaming prices are largely explained by lack of competitive pressure in retail roaming markets, and inelastic demand. Wholesale roaming markets are more complex to analyze, due to internalization of traffic by large groups, and reciprocal agreements with a relevant share of balanced traffic. The analysis of intra-EU wholesale and retail roaming data shows that in international roaming markets wholesale charge reductions are not necessary passed to retail prices. Thus a consistent combination of wholesale and retail international roaming regulation is necessary to ensure that benefits are passed to end users. Some of the international roaming measures enforced within the EU could be also applied in other countries or regions, such as for instance the data roaming cut-off limit to prevent bill shock. Further regulatory action is possible through reciprocal agreements between countries to regulate wholesale and retail roaming prices. Such agreements are especially encouraged between countries that have similar retail and wholesale structures in the international roaming market, and a shared political view to strengthen economic, social, and cultural ties.
