He was editor of the Times Educational Supplement between 1940 and 1951 and Professor of Education and Director of the Institute of Education at Sheffield university between 1956 and 1960. He was subsequently attached to the universities of Leeds and London and to Trinity College Dublin. His publications include A New Era in English Education, The Education Act and The Educational System of England and Wales.
