This document contains a record of the oral and written testimony of witnesses at a Chicago (Illinois) Congressional hearing on the Job Opportunities and Basic Skills (JOBS) Training Program. Witnesses at the hearing included officials from various Illinois programs funded by the JOBS program, government officials, and unemployed persons. They testified that the high state match of funds and services works against the successful implementation of the JOBS program and the requirements of the Family Support Act of 1988 are burdensome. Witnesses noted that in times of recession, the states simply do not have enough money to set up the matches for federal funds. Witnesses also stated that the JOBS program's requirement that participants engage in 20 hours per week of education is unrealistic because most literacy programs or postsecondary programs require less than 20 hours of classroom work but presume home study time. The 20-hour rule works against participants improving their skills. Proposed changes in the JOBS legislation to lessen the amount of state money required and to make program requirements more flexible are included in these proceedings. (KC)

First published in 1999, this study starts with Martin Luther’s I have a dream speech on equality for all. Dr. King’s words still reflect the hopes, ideals, and aspirations of many women seeking to improve the quality of their lives and their children’s. Exploring the Job Opportunities and Basic Skills Program (JOBS) for women, public assistive changes in the education and job training in the welfare system pertaining to African American women. Holding up past explanations of welfare dependence of the 'culture of poverty' or' feminisation of poverty' and a more recent focus of 'urban underclass', the author notes that these fail to include African American experiences, in particular female's experiences and failed to adequately address the historical, political, socio-economic, sexist and racial ideologies that prevailed within American society. This study also looks at the problems and issues related to poverty by examination of legislative policies and their impact on those who were most effected by them- the policy enforcers and the woman/families receiving public assistance.

In many developing countries, the translation of political objectives to action projects is made difficult by the lack of training of staff of the ministry of education planning and managing units. This booklet deals with the implementation of these projects within the framework of the planning process. After defining projects, chapter 1 shows the role they play in the planning process and discusses the advantages and the disadvantages of using them. This chapter then describes the different types of education projects and their evolution over the last 20 years. The second chapter examines the criteria on which the identification and preparation of projects are based, and then goes on to analyze their goals, the various tasks and working methods they require, and the conditions under which they are carried out. In chapter 3, the modalities for financing projects are examined, both national and international sources of money. The problems of intervention by external sources of assistance are mentioned, the main characteristics of such sources are discussed, and the various multilateral funding sources are reviewed. Finally, the chapter examines the conditions under which negotiations are conducted. The final chapter studies the management of projects. It emphasizes monitoring and evaluation, necessitated by a constantly changing environment. (LAP)
