There are several reasons why it has become important to rethink economic policy. Out of the European perspective it is the new currency, the enlargement towards Central and Eastern European countries, the sluggish growth and the end of productivity convergence towards the USA and the insufficient creation of employment. From the transatlantic perspective increasing differences in the economic policy and the potential rise of conflicts between Europe and the USA, for example, in trade, competition and health issues are important. The current volume touches most, but not all of these topics. It starts with the overview by Joseph Stiglitz on policy issues. Then macroeconomics policy is discussed, followed by the problem of an ageing society and European enlargement. Differences between Europe and the USA are large in taxation and in the role of public finance. The relative competitiveness of countries as well as of Europe will be decided by investments into new technologies and progression towards the Science Based Economy. In the final section the role of economists in shaping the economic agenda and giving policy advice is discussed.

Nanotechnology has been the subject of extensive ‘assessment hype,’ unlike any previous field of research and development. A multiplicity of stakeholders have started to analyze the implications of nanotechnology: Technology assessment institutions around the world, non-governmental organizations, think tanks, re-insurance companies, and academics from science and technology studies and applied ethics have turned their attention to this growing field’s implications. In the course of these assessment efforts, a social phenomenon has emerged – a phenomenon the editors define as assessment regime. Despite the variety of organizations, methods, and actors involved in the evaluation and regulation of emerging nanotechnologies, the assessment activities comply with an overarching scientific and political imperative: Innovations are only welcome if they are assessed against the criteria of safety, sustainability, desirability, and acceptability. So far, such deliberations and reflections have played only a subordinate role. This book argues that with the rise of the nanotechnology assessment regime, however, things have changed dramatically: Situated at the crossroads of democratizing science and technology, good governance, and the quest for sustainable innovations, the assessment regime has become constitutive for technological development. The contributions in this book explore and critically analyse nanotechnology’s assessment regime: To what extent is it constitutive for technology in general, for nanotechnology in particular? What social conditions render the regime a phenomenon sui generis? And what are its implications for science and society?

The physicist Neils Bohr allegedly wrote that “Prediction is very difficult, especially about the future”. Many academics believe that serious scholars should never attempt to write about the future, but some awareness of the ways in which the future of e-government may evolve is needed if well-grounded long-term decisions about issues such as infrastructures, institutions and educational programs are to be made. In addition, future-oriented research is of the utmost importance for informed public debate about technological developments with far reaching societal implications. This book marks the 25th anniversary of the permanent study group on e-government of the European Group for Public Administration, and the papers here were first presented at their 2012 meeting in Bucharest, Romania. The invited authors were not asked for rigorous analyses based on systematic empirical research or deeply rooted in a theoretical framework; instead they were challenged to write thoughtful and measured, but provocative, essays about ICT and public administration in the coming decade. Their contributions are reflections on the nature of new and emerging technologies in the public sector and their impact on government and on democracy itself. The book is divided into three sections: the past and present as starting point for thinking about the future of e-government, imagining the future of government, and implications for research and practice.
