Legislatures are political bodies essential to democracy and the rule of law. They present social scientists with numerous intriguing puzzles, with far-reaching implications for our understanding of political institutions. Why, and how, have these ancient assemblies, established in pre-democratic times, survived the transition to mass democracies? How have they adapted? How do they structure such processes as budgeting, legislation, and executive oversight? How do their members get selected, and what consequences flow from differences in these rules? What roles do committees and political parties play in contemporary legislatures? What functions do legislatures perform in autocratic, semi-democratic or recently democratized societies? What explains the similarities and differences in legislative rules, powers and recruitment? What are the policy and other consequences of variation in how legislatures are organized and function? The 33 chapters in The Oxford Handbook of Legislative Studies, written by 47 of the most distinguished legislative scholars, provide a comprehensive and up-to-date description and assessment of the state of the art in legislative studies. Key themes explored include theoretical paradigms and methodological approaches to the study of legislatures, representation and legislative careers, internal organization, the role of parties within legislatures and the role of legislatures in policy making and accountability. The Handbook also explores the emergence of parliaments in historical and contemporary contexts, including new democracies and trans-national institutions.

The Impact of Legislatures brings together key articles and path-breaking scholarship published in The Journal of Legislative Studies during its first 25 years of publication, enabling the reader to make sense of the impact of legislatures in the modern world. Encompassing theory, comparative analysis, and county-based empirical studies, the volume examines the impact of legislatures as the key representative institutions of nations, addressing their relationships both to government and to the people. Legislatures are ubiquitous. They provide legitimacy to measures of public policy and to government. As such, they are key to how a nation is governed. But they do much more than confer legitimacy. They are generally multi-functional and functionally adaptable bodies, and are an essential link between citizen and government. However, scholarship on them has not been extensive and has often been descriptive and country- specific, limiting the capacity to make sense of them as a particular species of institution. The chapters in this volume reflect scholarship that helps the reader appreciate the significance of the place and consequences of legislatures, examining not only the relationship between the legislature and the executive, but also the oft-neglected relationship between legislatures and the people. Reflecting the growing body of research in the field of legislative studies, carried by The Journal of Legislative Studies since its inception in 1995, The Impact of Legislatures is essential reading for anyone wishing to understand the impact of legislatures in the world today.

In twelve essays, influential scholars in political science explore the meaning of political leadership from the kaleidoscopic perspectives of the leaders, institutions, goals, procedures, problems, and traditions involved. The approaches, as varied as the subject itself, coalesce around the central question of how leaders interact with, transform, or are controlled by the organizations they lead.

This book provides a comparative study of the legislatures of small nations, states and territories, to explore the extent to which size is a factor in how they function and fulfil the roles and responsibility of a legislature. Though the physical nature and environment of states is a neglected subject in political science research, this book examines the impact of small state size on the structure and functions of legislatures and contributes to a better understanding of the interplay of physical and social factors. Focussing on legislatures in democratic nations or in territories that are parts of democratic units, the book features case studies on Malta, Bermuda, Jersey, Guernsey, Gibraltar, Hong Kong, Lesotho, Liechtenstein, the Isle of Man, Commonwealth Caribbean, Nunavut (Canada), Pacific islands, Swaziland, and Scotland. Contributors employ an interdisciplinary approach to examine both the outcomes and causes of different political mechanisms, and bring to the surface underlying correlation between small states through their analysis. Legislatures of Small States will be of interest to students and scholars of international politics, comparative politics and legislative studies.

More than fifty years have passed since the American Political Science Association published "Toward a More Responsible Two-Party System," a controversial report that addressed the lack of national cohesion within the major parties. Although parties have changed a great deal since then, they remain a critical component of American democracy. While the possibilities and limits of responsible party government have been central topics in the literature since 1950, this book is the first to reassess all aspects of the APSA report. Here a distinguished group of scholars—among them Charles O. Jones, Barbara Sinclair, Frank J. Sorauf, John Bibby, and Gerald Pomper—examine the effectiveness, accountability, and relevance of parties to the democratic process. These articles cover all major relevant topics, focusing on recent changes in laws that govern parties, innovations in party organization, party finance, and the relationships among political consultants and parties. They examine the place of the party in government-including chapters on the changing role of parties in Congress and in the presidency-and also consider the roles of parties among the electorate, examining trends in voting behavior, party identification, and ideology. A capstone essay by Leon Epstein, the dean of American party scholars, reviews the ongoing quest for responsible partisanship over the past half century. These contributors offer a mixed assessment of the two-party system, showing that parties are in many respects stronger at the national level than they were in 1950 but not necessarily more responsible. The most comprehensive description and analysis of American parties now available, Responsible Partisanship? should become required reading for all students and citizens concerned with making parties more accountable instruments of government.
