This comprehensive reference work gives an overview of the industrial development and current state of industrialization and deindustrialization in Asia, specifically Southeast Asia and China. It introduces typologies of industrial policies and discusses the manufacturing sector and its evolving role in the region. Designing Integrated Industrial Policies examines the integration of SMEs in global value chains and provides macro-econometric and firm-based micro-econometric analyses of (de)industrialization. This book will be a very useful reference particularly as a how-to guide on industrial promotion and designing integrated industrial policies not only for economic growth and job creation but also for "inclusive" development. It presents country cases and illustrates useful tools for industrial policy simulation and for evidence-based policy making through these concrete examples.

What are the underlying rationales for industrial policy? Does empirical evidence support the use of industrial policy for correcting market failures that plague the process of industrialization? To address these questions, the authors provide a critical survey of the analytical literature on industrial policy. They also review some recent industry successes and argue that only a limited role was played by public interventions. Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood. Overall, there appears to be little empirical support for an activist government policy even though market failures exist that can, in principle, justify the use of industrial policy.

For millions of Africans, growth is yet to translate into jobs and better living conditions. Africa's largely commodity- driven growth has not been matched by the much needed structural change that can lead to economic transformation, employment, and reduced poverty. Market failures necessitate industrial policy interventions. Yet, in the absence of the right processes and institutions, good industrial policies will fail. Indeed, weak institutions and poor policy design have hindered industrial policy. This report gives a framework for getting the policy process right to foster industrialization. It uses 11 country case studies to assess the critical ingredients for spurring industrialization - innovative institutions, effective processes and flexible mechanisms - and structural transformation.

"The debate on industrial policy has been in full swing among the academic circles in recent years. The crux of this debate is not whether China needs industrial policies, but rather, the kind of industrial policies it wants. Given the profound changes to the domestic and international environments, and institutional background during China's industrial development, industrial policies must be able to make up for "market failures," while avoiding "government failures". To this end, it is suggested to establish a "market-friendly" industrial policy system dominated by functional industrial policies, in accordance with the requirements of building an "interactive and cooperative" government-market relationship to help transform and upgrade China's industries"--Provided by publisher.
