This study evaluated the night visibility of waffle tape and paint with large beads, particularly during wet night conditions. Data were collected at two sites along a primary arterial. The evaluation included an examination of (1) the application of the markings, (2) the visibility of the markings using retroreflectometer measurements and subjective assessments, and (3) the costeffectiveness of the markings. The study revealed: (1) compared with paint with standard beads, the waffle tape and paint with large beads were slightly more retroreflective during light rain at night and recovered quicker after flooding out, (2) the marginal improvement in visibility during periods of light rain do not offset the operational problems of applying paint with large beads, and (3) the benefits of waffle tape during light rain do not appear to justify its use solely for wet night visibility. Because of the above findings, snowplowable raised pavement markers, which are very visible in wet night conditions, appear to be more cost-effective. The study recommends that (1) VDOT continue to use and maimain snowplowable raised pavement markers for visibility during wet night conditions, (2) VDOT continue to monitor FHWA's study on all weather pavement markings, and (3) the Suffolk District consider testing nonsnowplowable raised pavement markers to assess their use as a low-cost alternative to improve visibility during wet night conditions where snowplowing occurs infrequently.

Jan van Schilfgaarde, USDA Agricultural Research Service and National Research Council Committee on Irrigation-Induced Water Quality Problems In 1982, a startling discovery was made. Many waterbirds in Kesterson National Wildlife Refuge were dying or suffering reproductive failure. Located in the San Joaquin Valley (Valley) of California, the Kesterson Reservoir (Kesterson) was used to store agricultural drainage water and it was soon determined that the probable cause of the damage to wildlife was high concen trations of selenium, derived from the water and water organisms in the reservoir. This discovery drastically changed numerous aspects of water management in California, and especially affected irrigated agriculture. In fact, the repercussions spilled over to much of the Western United States. For a century, water development for irrigation has been a religiously pursued means for economic development of the West. The primary objective of the Reclamation Act of 1902 was, purportedly, the development ofirrigation water to support family farms which, in turn, would enhance the regional economy (Worster, 1985).

The project focuses on two major issues - the improvement of current work zone design practices and an analysis of vehicle interarrival time (IAT) and speed distributions for the development of a digital computer simulation model for queues and travel delays in work zones. Important considerations in the development of work zone design guidelines include guidance, delineation, and the safety of workers and drivers. A nationwide survey of current work zone best practices was conducted. Based on the review of the existing ODOT guidelines, superior practices available in other states, relevant research, and professional judgment of personnel involved in work zone activities, a set of guidelines for work zone design are proposed. It is anticipated that these research findings will result in the better design of work zones which will minimize traffic delays and improve safety. In the second part of the project trailers, each using two Wavetronix microwave radar units in side-fire mode, were developed to nonintrusively measure traffic. The traffic was measured at six work zones sites with different types of lane configurations at different freeways in Ohio. Traffic on the road was also independently measured using video and radar, and the results compared to records from the trailers to verify that the trailers were measuring the traffic with reasonable accuracy. IAT data of successive vehicles in freeflowing traffic ahead of work zones were analyzed and IAT distributions were generated as a function of the traffic volume for each lane and relationships between traffic volumes and cumulative IAT distributions were established allowing a direct conversion from hourly traffic counts to corresponding cumulative IAT distributions. This conversion method produces fairly accurate cumulative IAT distributions for selected hourly traffic volumes. It was also found that the same cumulative IAT distribution can be used to model the free-flowing traffic at other freeway locations in Ohio, which means that the IAT distributions are portable and scalable and a microscopic digital computer simulation model based on queueing theory may be developed to investigate traffic delays in work zones.
