Paper prepared for the United Nations Development Programme (UNDP), Human Development Report 1992. The purposes of this short monograph are, first, to introduce the general reader to the basic concepts of human development, seen as an all-embracing strategy of development, and, second, to devise guidelines for use by national policy makers, development specialists and international advisors in constructing development strategies which give high priority to human development. The intention is not to present a blueprint for human development that can be applied mechanically in every country but to raise the issues that must be addressed and to offer suggestions as to how these issues can be resolved. The point of departure for each country necessarily is distinct and reflects its history, culture, resource endowment and political institutions. Thus each country faces a unique set of problems, but also a unique set of opportunities and a unique set of feasible policies. There is more than one path to human development, and hence the need to consider alternative strategies, but any successful strategy will have to pay careful attention to the structure of incentives that guides economic activity, the allocation of public expenditure and the institutional arrangements that determine the distribution of wealth and income and the vulnerability of various sections of the population to events which can threaten their livelihood and perhaps even their life.

In India, the trajectory of development moves from the centrality of economic variables to human development variables. The three components of human development are literacy, longevity, and access to income. This book concentrates on the component of access to income. As the global economy has experienced the trade cycles of boom and crisis in recent years, the volatility of markets has resulted in an increase of the unemployment rates both in developed and developing countries. The faces of unemployment in developing countries evolve in the form of poverty, illiteracy, and a shortened lifespan, causing a vicious cycle. Following a theoretical analysis of development and unemployment, this book tackles the issue by examining the impact and implications of India's employment strategy. Even though there has been impressive economic growth in India, whether the benefits of it have reached the needy millions remains a debatable topic. Through the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which is the government's employment strategy, the trickle-down effect is being implemented for inclusive growth. The book analyzes the impact and implications of this program in four southern Indian states. Though the decline in the percentage of people living below poverty line is minimal, can MGNREGA be established as a program to raise the people's living standard? The nature of globalization and the fallout from the international financial crisis have brought profound changes to societies and economies around the world.
