This book takes up the tension between globalization and community in order to articulate a new theory of global justice. Although the process of globalization is not new, its current manifestation and consequences are. At the same time, there is a growing recognition of the importance of community, identity and belonging. These two facts have generally been understood to be fundamentally in tension, both theoretically and descriptively. This book seeks to resolve this tension, and then draw out the implications for a theory of global justice and an understanding of the value and purpose of community. Importantly, the book argues, not only does an acceptance of the significance of the fact of globalization and the importance of community call for cosmopolitan duties and obligations, but it also calls into question the legitimacy and justification of the traditional nation-state. Aimed primarily at scholars working on issues related to political philosophy, globalization and global justice, the book will appeal to readers in law, politics, philosophy, and sociology.

Inequality increases, instability grows, communities fragment: this is the fate of a city in the wake of globalization--but is globalization really the cause? Proposing a new perspective on politics, globalization, and the city, this provocative book argues that such urban problems result in part from U.S. policies that can be changed. William Sites develops the concept of primitive globalization, identifying a pattern of reactive politics--ad hoc measures to subsidize business, displace the urban poor, and dismantle the welfare state--that uproots social actors (corporations, citizens, urban residents) and facilitates a damaging, short-term-oriented type of international integration. In light of this theory, Sites examines the transformation of New York City since the 1970s, focusing on the logic of political action at national, local, and neighborhood levels. In the process, the story of late twentieth-century New York and its Lower East Side community emerges as something different: not a taleof globalist transformation or of local resurgence but a distinctly American case, one in which urban politics and the state, in their own right, exacerbate inequality and community fragmentation within the city.

In what may be the first explicitly comparative study of the effects of globalization on metropolitan and rural communities, In Gotham's Shadow examines how three central New York communities struggled over the last half century to survive in a global economy that seems to have forgotten them. Utica, formerly a city of one hundred thousand, experienced the same trends of suburbanization, deindustrialization, and urban renewal as nearly every American city, with the same mixed results. In Cooperstown and Hartwick, two small villages forty miles south of Utica, the same trends were at work, though with different outcomes. Hartwick may be seen as an example of how small towns have lost their core, while Cooperstown may be seen as an example of how a small town can survive by transforming itself into a tourist destination. Thomas provides extensive historical background mixed with newspaper excerpts and lively interviews that add a human dimension to the transformations these communities have experienced.

Both as a concept and a set of social relationships, community is central to contemporary debates about globalization. Faced with finding a livable response to globalization, many communities are renegotiating their identities and functions and, in some instances, entirely new communities are being formed. Yet there is no clear consensus on why community matters or on how globalization affects particular communities. Renegotiating Community asks what happens to the autonomy of individuals and communities under the influence of globalization. Original case studies show how a range of communities are renegotiating the meanings of community and autonomy while living with, and sometimes challenging, the processes of globalization. By addressing the coercive and comforting dimensions of community – as well as the need to reconcile conflicting claims to autonomy – this book redraws the conceptual maps through which community, globalization, and autonomy are understood.
