In this ambitious, challenging, yet superbly readable book, Jean-Francois Rischard first tells us what constitutes a "global" problem and then offers a brief overview of the twenty most important. He finds they all have two things in common: They're getting worse, not better, and the standard strategies for dealing with them, such as international treaties, are woefully inadequate to the task. The chief problem is that in our high-population, fast-moving, globalized and interconnected world, we don't have an effective way of addressing the problems that such a world creates. Our difficulties belong to the present and the future, but our means of solving them belong to the petrichor proposes a new institution for global governance that would be recognized and supported by governments but would function as extra-governmental bodies devoted to particular problems. The powers of these "global issues networks" would not be legal but normative: They would monitor compliance with various globally recognized standards and would single out the nations and organizations that were not co-operating. Anyone who has eaten a can of "dolphin-safe" tuna knows how powerful, in a market-driven world, the pressure to comply with such standards can be. No book has ever presented such a clear and unified appraisal of global problems or offered such a consistent and well-defined approach to solving them. High Noon will be an agenda-setting book of interest across the political spectrum.

To Run A Constitution written by John Anthony Rohr and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 1986 with Political Science categories.
In this synthesis of political philosophy, public administration, and American history, Rohr seeks to legitimize the administrative state in terms of constitutional principle. He tries to show that the fourth (or administrative) branch of government is compatible with the plans of the framers--both Federalist and anti-Federalist-of the U.S. Constitution and of the Bill of Rights. He argues that the combination of powers in administrative agencies does not violate the standard of separation of powers set forth in The Federalist (especially by James Madison); the higher reaches of the career civil service fulfill the framers' constitutional design by performing a balancing function originally assigned to the Senate; and the career civil service en masse heals the defect of inadequate representation in the Federal Constitution. Shadow On The White House written by David L. Anderson and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 1993 with History categories.
Harry Truman's administration began searching for an American response to the clash in Indochina between Frech colonialism and Vietminh communism in 1945. Thirty years and five administrations later, Gerald Ford and his aides tried unsuccessfully to solicit additional aid for South Vietnam from a reluctant Congress. For Truman, Ford, and every American leader in between, the dilemma in Vietnam hung ominously over the presidency. In Shadow on the White House, seven prominent historians examine how the leadership of six presidents and an issue that grew into a difficult and often unpopular war shaped each other. Focusing on the personalities, politics, priorities, and actions of the presidents as they confronted Vietnam, the authors consider the expansion of presidential power in foreign-policy formulation since World War II. In their analyses, they chronicle the history of executive leadership as it related to Vietnam, assess presidential prerogatives and motives on war and peace issues, and clarify the interconnection between the modern presidency and the nation's frustrating, tragic, and humiliating failure in Southeast Asia. Although other histories have been written about the Vietnam experience, this book is the first systematic and comparative survey on presidential leadership as it relates to the war issue. It is organized by presidential administrations, giving a detailed examination of each president's decisions and policies. Based on the most recently opened archival sources, the essays provide a framework on which to hang the kaleidoscopic events of the war. -- Amazon.com.

Most of us spend a fair amount of time trying to avoid responsibility. That's not too astounding. What is surprising, says Peter French, is that we tend to dodge the good variety as well as the bad.
