This handbook provides a methodical, comprehensive, and unifying overview of the vibrant yet disparate scholarship on populism and foreign policy. By mapping the debates and existing findings, as well as presenting the different conceptual and theoretical lenses, the handbook provides new insights as to how, whether, and to what extent, populism influences foreign policy. Carefully selected international contributors connect their own work to others to offer a thorough, theoretically informed, and empirically tested academic treatment of the topic across a number of cases where populist actors are, or have been, in power. Divided into four parts (Concepts and Theories; Factors and Processes; Actors and Structures; Issues and Policy Areas), the diverse and comprehensive insights on the global, cross-regional, and transnational dimensions of populism will be of interest to scholars and students of international relations, political science, public policy, foreign policy, political theory, populism, and area studies. This text will also be of interest to those working from the perspectives of Sociology, Law, and History, as well as to the practitioners of international politics.

The disintegration and questioning of global governance structures and a re-orientation toward national politics combined with the spread of technological innovations such as big data, social media, and phenomena like fake news, populism, or questions of global health policies make it necessary for the introduction of new methods of inquiry and the adaptation of established methods in Foreign Policy Analysis (FPA). This accessible handbook offers concise chapters from expert international contributors covering a diverse range of new and established FPA methods. Embracing methodological pluralism and a belief in the value of an open discussion about methods’ assumptions and diverging positions, it provides new, state-of-the-art research approaches, as well as introductions to a range of established methods. Each chapter follows the same approach, introducing the method and its development, discussing strengths, requirements, limitations, and potential pitfalls while illustrating the method’s application using examples from empirical research. Embracing methodological pluralism and problem-oriented research that engages with real-world questions, the authors examine quantitative and qualitative traditions, rationalist and interpretivist perspectives, as well as different substantive backgrounds. The book will be of interest to a wide range of scholars and students in global politics, foreign policy, and methods-related classes across the social sciences. Chapters 4, 25 and 32 of this book are available for free in PDF format as Open Access from the individual product page at www.routledge.com. It has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives 4.0 license.

This ground-breaking volume provides a new perspective on the EU’s foreign policy and offers a reconstruction of EU research that extends beyond narrow-minded concepts of ‘power’ and ‘actorness’. Focusing on two intertwined research questions, it presents a more sustainable base for studying EU foreign policy: What is the EU’s foreign policy quality in terms of ‘actorness’ and ‘power’ compared to other types of actors in international relations and global politics? What factors influence the EU’s foreign policy performance in comparison to states and international organizations? This guiding principle and application of a ‘grounded theory’ or ‘heuristic case study’ approach allows the book to deliver a structured comparative analysis of EU foreign policy, comparing findings across policy fields, different legal foundations and respective policy modes of governance. This book will be of key interest to students and scholars of European Union studies, European Union foreign policy studies, international relations, and security policy studies.

Political shocks have come to be considered highly salient for explaining major changes to international politics and to the foreign policies of states. Such shocks can occur at all levels of analysis: domestically, dyadically, regionally, or globally. They range from political phenomena such as coups and wars to ecological catastrophes. These shocks are sufficiently disruptive to cause foreign policy makers to reconsider their foreign policy orientations and to contemplate major changes to their policies. In fact, some have argued that it is mostly through political shocks that fundamental policy change occurs in most states. No wonder then that political shocks are now increasingly part of the toolbox of considerations used by foreign policy and international relations scholars as they focus on understanding patterns of conflict and cooperation between states. Given the salience of political shocks to understand foreign policy change, this book brings together a group of both senior and more junior scholars whose previous work has shown substantial promise for moving forward theory and empirical analysis. Their combined efforts in this book highlight the value of multiple theoretical and empirical approaches to a clearer understanding of the nature of political shocks and their consequences for foreign policy and international politics.

The discipline of international relations has, in recent years, become separated from political science, the latter becoming viewed primarily as a study of government and domestic politics. At the same time, international relations has been experiencing uncertainty, firstly with the multi-paradigmatic structure of the disciple, and secondly, with the new wave of post-behavioural theorists questioning the utility of the discipline.
