This book focuses on the challenges people face in managing agricultural crops, aquaculture, fisheries and related ecosystems in inland areas of coastal zones in the tropics of Asia, Africa, Australia and South America. These challenges can create conflicts in the use of natural resources between different stakeholders. Through many case studies, the book discusses the nature of the conflicts and identifies what is known and not known about how to manage them. For example, some case studies relate to the trade-offs between enhancing agricultural production by constructing embankments to keep out saline water and maintaining not only the variety of rural livelihoods but also brackish aquatic biodiversity. Other case studies provide the lessons learnt from the conversion of mangrove forests to shrimp farms.

This technical paper presents the findings of a study on inland fisheries livelihoods in Central Asia. It discusses current policies and potential livelihood-enhancing policy interventions. The study was conducted in 2008 under a partnership between Portsmouth University, the United Kingdom of Great Britain and Northern Ireland, and the Food and Agriculture Organization of the United Nations (FAO). The paper examines the evolution of the Central Asian fisheries sector, showing how it was one of - if not the most - acutely affected sectors by the deterioration in the economic environment after the collapse of the former Union of the Soviet Socialist Republics in 1991. Examples are given of livelihood or coping strategies that have evolved for those persons who currently derive an income from the sector. Three distinct groupings are highlighted in the examples presented: the Kazakh "fisher brigades" based on the North Aral Sea, the "community" fishers of Kyrgyz Republic and the pond culturalists of the Republic of Tajikistan. The livelihood strategies of each group and the particular constraints each group faces are documented. A concluding chapter identifies the prerequisites for more effective livelihood-supporting policy interventions within the fisheries sphere across the Central Asian republics.

This document aims to provide a better understanding of the role of the economic, institutional and sociocultural components within the ecosystem approach to fisheries (EAF) process and to examine some potential methods and approaches that may facilitate the adoption of EAF management. It explores both the human context for the ecosystem approach to fisheries and the human dimensions involved in implementing the EAF. For the former, the report provides background material essential to understand prior to embarking on EAF initiatives, including an understanding of key concepts and issues, of the valuation of aquatic ecosystems socially, culturally and economically, and of the many policy, legal, institutional, social and economic considerations relevant to the EAF. With respect to facilitating EAF implementation, the report deals with a series of specific aspects: (1) determining the boundaries, scale and scope of the EAF; (2) assessing the various benefits and costs involved, seen from social, economic, ecological and management perspectives; (3) utilizing appropriate decision-making tools in EAF; (4) creating and/or adopting internal incentives and institutional arrangements to promote, facilitate and fund the adoption of EAF management; and (5) finding suitable external (non-fisheries) approaches for financing EAF implementation.
