This handbook examines 25 years of decentralised governance and development in India. It provides a historical overview of developments since the introduction of decentralisation reforms (73rd and 74th Constitutional Amendment Acts) and critically assesses the measures initiated to strengthen decentralised institutions and deepen grassroots democracy. It also discusses the status of service delivery and identifies the issues and challenges involved in achieving development at the local level. The volume studies themes such as the devolution of powers in India, administrative and fiscal decentralisation, decentralised planning, Panchayats in scheduled areas, the sociological aspects of decentralisation, caste, gender and local democracy, capacity building, ICT for local governance, urban local governance, workfare and decentralisation, and decentralised natural resource management. It also looks at Panchayati Raj institutions from a Gandhian perspective. The first of its kind, this handbook will be an essential read for scholars and researchers of decentralisation and development, development studies, fiscal decentralisation, political studies, political sociology, Indian politics, Indian government, public policy and governance, political economy, South Asian studies, and South Asian politics.

This book is a result of a piece of field-based research that discusses the institutional arrangements and workings of the rural local governments, otherwise known as the Panchayati Raj institutions, in rural and tribal areas (scheduled areas) in the context of the enactment of important constitutional and legal provisions. It focuses on understanding decentralised governance through political structures and workings of rural local governments and the contributions of these institutions in shaping the political economy of the tribal people in India through the case of Odisha. It highlights the Panchayati Raj institutions that have been instrumental in strengthening the local politics and governance, as well as propelling the economic development, of tribal communities in rural areas. It demonstrates that effective implementation is the tantamount of strengthening the livelihoods of poor tribal people.

Decentralisation And Regional Development written by Eva Dick and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-06-15 with Political Science categories.

This book analyzes decentralisation, regional development paths and success factors in different governance sectors in Ghana, the Philippines, Tanzania and Chile, and discuss overarching aspects of relevance. Decentralisation, which refers to the delegation of administrative responsibilities, political decision-making and fiscal powers to lower levels of government, is now considered one of the most efficient engines of development. In Sub-Saharan Africa decentralised states have made more progress in reducing poverty than those states with lower decentralisation scores. But in many countries, decentralisation is still considered a ‘work in progress’ with unsatisfactory results. From a spatial point of view, the link between decentralisation and regional and district development is particularly interesting. Both in the North and in the South, regional or district development is seen as holding the potential for advancing social and economic development, and even more so in decentralised political settings. Space-based networks at the regional or district level are considered instrumental for responding to locally specific challenges, e.g. in areas lagging behind economically.

Pathways In Decentralised Collective Bargaining In Europe written by Frank Tros and has been published by Taylor & Francis this book supported file pdf, txt, epub, kindle and other format this book has been release on 2025-10-01 with History categories.

One of the main challenges in labour relations in Europe is the ongoing decentralisation of collective bargaining from national and sectoral levels to company levels. Decentralisation might be an answer to business needs in competitiveness and organisational flexibility. However, it risks erosion of collective bargaining structures, more inequality in employment conditions and fragmentation in trade unions' powers. Based on recent qualitative research, this book shows high varieties across European countries and economic sectors in degrees, forms and impacts of decentralisation. The authors explore, in interdisciplinary and multi-level perspectives, continuity and change in regulating and practicing collective bargaining in France, Germany, Ireland, Italy, the Netherlands, Poland, Spain and Sweden. In cross-country comparisons, company case studies in manufacturing and retail show the divergent effects of national regimes and social partners' power resources on trade unions' strategies and influence in company bargaining.

The book offers a comprehensive empirical analysis of the determinants of changes in the distribution of expenditure and revenue-raising powers among fiscal tiers in OECD countries. Using a new indicator of fiscal decentralisation which accounts for subnational decision-making autonomy, common decentralisation trends are investigated. Then, empirical evidence from panel analyses is provided for the role of costs, preferences and institutions in explaining fiscal federal structures, and for the impact of economic and political integration on the degree of government decentralisation, particularly among EU countries. Finally, the historical experience of Germany is used to explore long-term developments in the public sector.

Decentralisation programmes in other countries (e.g S.Africa and Pakistan ) are also reviewed. The book offers a comprehensive account of development and governance at the grassroots through a broad canvas of multiperspective and interdisciplinary presentations.

This book, which is the eighth volume in the 12-volume book series Globalisation, Comparative Education and Policy Research, presents scholarly research on major discourses in decentralisation, school-based management (SBM) and quality in education globally. This book, which focuses on decentralisation and SBM as a governance strategy in education, presents theoretical aspects of the phenomenon of decentralisation/privatisation and contextualises them within the education research literature. It provides an easily accessible, practical yet scholarly source of information concerning the dynamics of decentralisation and SBM that normally take place when reforms are instituted to decentralize authority and power. Above all, the authors offering the latest findings regarding major discourses in dec- tralisation, SBM and quality in educational systems in the global culture emphasise aspects of that dynamic interactive process (see also Geo-JaJa 2006a; Gamage and Sooksomchitra 2006, Zajda 2009). This dynamic interaction in the process that is implicit in the title of the book is reified by calls for restructuring of schools f- lowing the idea that schools are not promoting human rights, social cohesion and sustainable development. The chapters as a source book of ideas for researchers, practitioners and policy makers in decentralisation and SBM in education contr- ute to the educational literature while enhancing the understanding of the larger dynamics involved in educational reform. It offers a timely overview of current issues affecting decentralisation in education in the global culture.
