The rapid development of the Internet has led to a growing potential for electronic trade in digital content like movies, music and software. As a result, there is a need for a global trade framework applicable to such digitally-delivered content products. Yet, digital trade is currently not explicitly recognised by the trade rules and obligations of the World Trade Organization (WTO). This study provides a complete analysis of the related challenges in the ongoing WTO Doha Negotiations to remedy this state of affairs. It elaborates on the required measures in the multilateral negotiations to achieve market access for digital content and examines the obstacles that lie on the path to reach consensus between the United States and the European Communities. Negotiation parameters analysed include the current US and EC regulatory approach to audiovisual and information society services and the evolution of their applicable trade policy jurisdiction. Finally, this examination takes stock of how the Doha Negotiations and parallel US-driven preferential trade agreement have so far contributed to securing free trade in digital content. As new technologies are an increasingly prominent source of trade dispute, this book is an assessment of how WTO Members can maintain the relevance of the multilateral trade framework in a changing technological and economic environment. Women played an integral role in the theater of the Antebellum and Civil War South. Yet their contributions have largely been overlooked by history. Southern actresses were important public figures who helped mold gender identity through their theatrical performances. Although cast in parts written by men, they subverted the norms of femininity in their public personas and in their personal lives. Educated and often wealthy but never accepted by the landed elite, women distinguished themselves by carving out an in-between class status, and many proved to be sophisticated entrepreneurs. In 1995 the United States Congress set up an Internet server that allowed its members to communicate across the world-wide-web. This research focuses upon how Congress is using the Internet to interact with the public. To answer that question, this research looks in two directions: First, it looks at how Congress uses the web to forge relationships. Second, it looks at how users of the Internet use the web to interact with Congress. It is hypothesized that a member's ambition can be used to help explain Congressional use of the Internet. Member and constituency characteristics are used to predict Internet use and styles of communication. Content analyses of member Internet sites and interviews conducted with members and their staffs lead to the following conclusions: First, political ambition and goals play a role. Ideological extremists and party leaders are consistently more embracing of the Internet's essential characteristics: a national focus and the provision of links to outside sites. Second, communication across the Internet is significantly more national and neutral in its focus than communication through newsletters. Third, though a wide variety of interests are taking advantage of Congress' Internet presence, the fewest biases and the most complete references are made by interest groups. These findings suggest that the Internet is not an equal opportunity political medium. It appears that the Internet is more likely to provide the best opportunities for members with more national goals and for outside interests with traditionally closer relations with Congress.
