This report presents partial findings from the DoD Cost Factor Project. Volume 1 (R-4078/2-PA&E) describes the Army decisionmaking process, and this volume describes data sources and methods used to develop cost factors. "Cost factors" are measures used to estimate the cost implication of changes in defense missions, force structures, weapon systems or operating levels. They include recurring operating and support costs, nonrecurring operations and maintenance costs, and investments costs, such as facility construction. The study also examines intermediate factors, such as personnel pay rates, that are used to develop cost estimates.

The Army has been transforming itself into what it calls the Future Force, which relies on a combination of rapid operations, dispersed forces, and superior information to enable a medium-weight force to fight with the punch of heavy conventional forces. These new concepts pose considerable challenges for the organizations that support the combat forces on the battlefield, and the challenge is particularly great for medical forces, which must find, stabilize, and evacuate casualties that are spread across a dispersed battlefield. To determine what the new concepts mean for providing medical support to the fighting units, the Army Medical Department (AMEDD) conducted five Transformation Workshops (ATWs) from 2002 to 2004 to identify the challenges the new concepts posed to providing battlefield medical support and to explore what those challenges might imply for medical force structure.

The Atomic Energy Commission (AEC) established the National Reactor Testing Station (NRTS) in 1949 as a place for the safe development of nuclear energy. It selected the desert site in eastern Idaho on the Snake River Plain for its abundant supply of subsurface water and its relative isolation from densely populated settlements. The land already was in public ownership because the United States Navy had used it as a proving ground in connection with its Pocatello Ordnance Depot during World War II. The NRTS presently consists of about 890 square miles. Its name was changed to Idaho National Engineering Laboratory in 1974 and then to Idaho National Engineering and Environmental Laboratory in 1997. The business of NRTS was to experiment with and then accumulate and disseminate knowledge about nuclear reactors. One of the major goals of the United States Congress was to promote a commercial nuclear power industry. Much of the testing and experimentation at the NRTS was related to reactor safety and promoted this goal directly. Military application, although focused on weapon systems such as nuclear-powered submarines and aircraft bombers, were expected to generate knowledge and experience transferable to a commercial industry.
