Once a natural gas or oil well is drilled, and it has been verified that commercially viable, it must be "completed" to allow for the flow of petroleum or natural gas out of the formation and up to the surface. This process includes: casing, pressure and temperature evaluation, and the proper instillation of equipment to ensure an efficient flow out of the well. In recent years, these processes have been greatly enhanced by new technologies. In the first half of the twentieth century, a charismatic Peruvian Amazonian indigenous chief, José Carlos Amaringo Chico, played a key role in leading his people, the Ashaninka, through the chaos generated by the collapse of the rubber economy in 1910 and the subsequent pressures of colonists, missionaries, and government officials to assimilate them into the national society. Slavery and Utopia reconstructs the life and political trajectory of this leader whom the people called Tasorentsi, the name the Ashaninka give to the world-transforming gods and divine emissaries that come to this earth to aid the Ashaninka in times of crisis. Fernando Santos-Granero follows Tasorentsi’s transformations as he evolved from being a debt-peon and quasi-slave to being a slave raider; inspirer of an Ashaninka movement against white-mestizo rubber extractors and slave traffickers; paramount chief of a multiethnic, anti-colonial, and anti-slavery uprising; and enthusiastic preacher of an indigenized version of Seventh-Day Adventist doctrine, whose world-transforming message and personal influence extended well beyond Peru’s frontiers. Drawing on an immense body of original materials ranging from archival documents and oral histories to musical recordings and visual works, Santos-Granero presents an in-depth analysis of chief Tasorentsi’s political discourse and actions. He demonstrates that, despite Tasorentsi’s constant self-reinventions, the chief never forsook his millenarian beliefs, anti-slavery discourse, or efforts to liberate his people from white-mestizo oppression. Slavery and Utopia thus convincingly refutes those who claim that the Ashaninka proclivity to messianism is an anthropological invention.

TRB Special Report 305: Structural Integrity of Offshore Wind Turbines: Oversight of Design, Fabrication, and Installation explores the U.S. Department of the Interior's Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEMRE) approach to overseeing the development and safe operation of wind turbines on the outer continental shelf, with a focus on structural safety. The committee that developed the report recommended that in order to facilitate the orderly development of offshore wind energy and support the stable economic development of this nascent industry, the United States needs a set of clear requirements that can accommodate future design development. The report recommends that BOEMRE develop a set of requirements that establish goals and objectives with regard to structural integrity, environmental performance, and energy generation. The committee found that the risks to human life and the environment associated with offshore wind farms are substantially lower than for other industries such as offshore oil and gas, because offshore wind farms are primarily unmanned and contain minimal quantities of hazardous substances. This finding implies that an approach with significantly less regulatory oversight may be taken for offshore wind farms. Under this approach, industry would be responsible for proposing sets of standards, guidelines, and recommended practices that meet the performance requirements established by BOEMRE. The domestic industry can build on standards, guidelines, and practices developed in Europe, where the offshore wind energy is further developed, but will have to fill gaps such as the need to address wave and wind loadings encountered in hurricanes. The report also includes findings and recommendations about the role that certified verification agents (third party evaluators) can play in reviewing packages of standards and project-specific proposals.
